One of the most durable forces shaping the U.S. electorate is that voters tend to lean more Republican as they age. But it also matters where they begin on the political spectrum, and there are indications that millennials and the oldest members of Generation Z started out more liberal than prior generations. That has made them a crucial base of support for Democrats, even as some other groups of voters have moved away from the party.

BEDFORD, N.H.—Gov. Chris Sununu says abortion should remain legal in New Hampshire well into the second trimester of pregnancy. He opposed Republican legislation that could have forced schools to reveal a student’s sexual orientation to parents. He killed a GOP plan to redraw a House district boundary in the party’s favor. It is an unusual record for a Republican, particularly one now testing whether he can win the GOP’s 2024 presidential nomination.
To start with, the familiar winter increase in Covid cases is back again this year. The week of October 5, 2022, there were about 320,000 new Covid cases in the United States, according to the Centers for Disease Control and Prevention. The week of January 11, 2022, there were more than 5.4 million new Covid cases in the United States, according to the CDC. Since October 5, 2022, the weekly Covid death number has largely bounced between 2,000 and 3,000. One other way 2023 feels unlike 2022 or 2021.
Big cities faltered this year in producing the large vote totals that Democrats have traditionally relied on for election wins in many states, a troubling sign for the party despite its unexpected midterm victories. In Detroit, about 22,600 fewer voters came to the polls than in the 2018 midterm election, a nearly 12% decline. Philadelphia tallied about 55,300 fewer voters than four years ago, a 10% drop. In Columbus, Ohio, the shortfall topped 50,000, down 17%.
OMAHA, Neb.—If Republican Rep. Don Bacon gets re-elected in November, it will be in part because his efforts to center his competitive House race on inflation, crime and border security helped win over undecided voters like Todd Christensen. If Mr. Bacon loses, it will be partly because voters in this swing district moved toward Democrats after the overturning of Roe v. Wade and the congressional hearings on the Jan. 6, 2021, Capitol riot by supporters of former President Donald Trump. Mr. Christensen, who voted for Mr. Bacon in his previous three runs for Congress, said he is unsure about doing so again because he thought Mr. Bacon came across as too divisive when he heard him address constituents at town hall meetings.
