Cities and provinces across the country have accumulated a massive amount of hidden debt following years of unchecked borrowing and spending. The International Monetary Fund and Wall Street banks estimate that the total outstanding off-balance-sheet government debt is around $7 trillion to $11 trillion. That includes corporate bonds issued by thousands of so-called local-government financing vehicles, which borrowed money to build roads, bridges and other infrastructure, or to fund other expenditures.

Delivering the keynote speech at the China-Central Asia Summit in the historic city of Xian, Xi said the world needs "a central Asia that is stable, prosperous, harmonious, and well-connected", state media reported. Xi, who is hosting Asian leaders from five central Asian countries, characterized relations between China and its western neighbours as having great vigour and vitality. Leaders from Kazakhstan, Kyrgyzstan, Uzbekistan, Turkmenistan and Tajikistan were on hand for meetings that cover trade and bilateral relations.

The stage was set for another Xi term when he did away with presidential term limits in 2018. Xi chatted casually with Li, who was seated to his left, as delegates deposited voting slips into electronic ballot boxes. The parliament also elected Zhao Leji, 66, as the new parliament chair and Han Zheng, 68, as the new vice president.

The blossoming of parallel foreign exchange rates has gained pace in recent weeks, becoming the target of memes online, one calling the array a "tutti-frutti". But it also reflects a serious risk the government faces to protect dwindling dollar reserves needed to pay back debt. The government and central bank argue that the controls are needed to protect foreign reserves and stabilize the economy. "All these different exchange rates shows a political desperation for dollars," said Eduardo Maehler, 37, a self-employed worker in Buenos Aires. "We know the cost of imposing these controls over time: it always ends in a very deep crisis," he said.
