The measure, which is expected to take effect in October, will see drinking alcohol forbidden on streets or public places in Shibuya from 6 p.m. to 5 a.m. every day. Shibuya City, which is a self-governed district within Tokyo, can make its own local regulations. Last fall, Shibuya banned Halloween-related activities in the district, with alcohol cited as a main reason behind the prohibition. That included a ban on drinking alcohol outside of bars and restaurants. Local Gion residents have also taken some measures themselves, such as blocking off private alleys.

Perhaps the last thing the market needs is another shady financial product that pushes low-income Americans into homes they can’t afford, under terms that could bankrupt them. The zero-down mortgage is making a comeback, my colleague Matt Egan reports. And honestly, when has the value of the housing market ever gone anywhere but up up up up? The housing market, as we all remember from “The Big Short,” does not always go up. One way for motivated buyers to hunt for a lower mortgage rate is buy someone else’s.

Four days after presumptive GOP nominee Donald Trump was convicted on 34 counts in his hush money trial in New York, President Joe Biden’s son Hunter will be called to answer for federal gun charges in Wilmington, Delaware. But a CBS/YouGov poll released Sunday showed that Americans believe 57% to 43% that the Manhattan jury reached the right verdict. His inflammatory remarks did not reflect the fact that his refusal to accept his 2020 election loss and his demagoguery are far more reflective of developing-world banana republics than a fair jury trial. Hunter Biden is entitled to the same presumption of innocence and a trial by a jury of his peers that Trump was. “I’d rather be on President Biden’s side of that contrast than on the extreme MAGA Republican side,” he said.

CNN —The latest attempt at an inaugural crewed launch of Boeing’s Starliner spacecraft is on track for Wednesday after a computer issue halted the countdown just moments before liftoff on Saturday. The historic mission, called the Crew Flight Test, is set to launch at 10:52 a.m. Teams safely extracted the astronauts from the capsule, and Williams and Wilmore returned to crew quarters as fuel was drained from the rocket. The circumstances of their deaths in Hamas captivity are still under examination, according to the IDF. Chief spokesperson for the IDF, Rear Admiral Daniel Hagari, said “Their loved ones were killed a few months ago during Hamas captivity in Gaza and their bodies are still being held by Hamas. We assess that the four of them were killed while together in the area of Khan Younis during an operation there against Hamas.”In May, Hamas said Popplewell, an Israeli-British citizen, had died from wounds following a strike by Israeli fighter jets on his place of detention over a month earlier. CNN is not able to independently verify this claim made by Hamas. The IDF says it uses a “a wide variety of methods to gather information about the hostages who remain in the Gaza Strip.”This is a developing story and will be updated.

In “Becoming Karl Lagerfeld” he is brooding, combative and ambitious, sure — but we are equally encouraged to root for him. Despite Dietrich’s protestations, the creators of “Becoming Karl Lagerfeld” seem to side with their muse. Parisian fashion in the 1970s was, “Becoming Karl Lagerfeld” suggests, a scene broadly gatekept by a handful of squabbling men. "Becoming Karl Lagerfeld" intends to plunge the viewer into the heart of 1970s Paris, Monaco and Rome, to "follow the formidable blossoming of this complex and iconic personality," say the show notes. “Becoming Karl Lagerfeld” is, stylistically, a luxurious tribute to ‘70s flair: gorgeous to look at and offering an aggressively humanized look at some of fashion’s biggest names.

Berlin CNN —Pavlo Kushnirov was among Ukrainian soldiers fighting in the eastern city of Bakhmut with114th territorial defence brigade on a sunny day last winter when Russian shelling changed his life forever. German officials estimate there are between 30,000 and 50,000 Ukrainian amputees as a result of the conflict. Now a German non-governmental organization is working to bring wounded Ukrainian soldiers to Berlin so they can be fitted with custom-made artificial limbs and given treatment that will allow them to lead as normal a life as possible. Kushnirov and Sayko-Kazakov are among the first of 60 severely wounded Ukrainian soldiers who will receive treatment in Germany, thanks to the Berlin-based NGO “Life Bridge Ukraine.” They hope to start what they see as a new life soon. Battlefield conditions in Ukraine mean limbs must often be amputated quickly to save soldiers’ lives.

The family-favorite card game has been around for 52 years — but it may be more popular than ever. The game was recently featured in an episode of the TV series “Hacks,” when lead character Deborah Vance joins some old friends for a card game in Las Vegas, only to learn that instead of poker they’re playing Uno. It’s often there in the background in people’s homes — stacked on a shelf with other board and card games or stored in a drawer, ready for game nights and camping trips. The card game is now for sale in over 80 countries. In the first quarter of 2024, it was the second-most popular game in Circana’s traditional games category, right behind traditional Uno.

If Shein goes ahead with the listing, it is expected to try to raise more than £1 billion ($1.3 billion) from the sale of new shares, Sky News said. Bloomberg and the Financial Times have also reported that Shein is preparing a confidential filing for a London listing. Given its high profile and potential hefty valuation, an IPO by Shein would be a much-needed coup for the London Stock Exchange. In recent years, several companies have quit the exchange for other cities or chosen New York to go public. Still, even the slightest hint that Shell could ditch London will have rattled the city’s financial center.

Cane-swinging union workers were also seen in photos circulating on social media Monday ordering personnel of the country’s tax agency out of their offices. This strike comes after failed negotiations with the government to raise the federal minimum wage. The unions’ demands include raising the minimum wage from 30,000 naira ($22.4) to 494,000 naira ($369.6). Despite being Africa’s fourth-largest economy, Nigeria’s minimum wage is not among the continent’s top ten, lagging far behind countries like Seychelles, where workers receive a minimum wage of $465.4 monthly. 30k or 60k minimum wage in 2024 Nigeria is unsustainable and unacceptable,” wrote lawyer Festus Ogun in a post on X.

New York CNN —The New York Stock Exchange is investigating a technical issue on Monday as Berkshire Hathaway and dozens of other stocks are halted. NYSE said the technical issue is related to a mechanism designed to prevent stock prices from swinging wildly. Dozens of stocks are paused because they traded outside those so-called limit up-limit down bands, according to NYSE’s website. Joe Saluzzi, co-founder of Themis Trading, told CNN that the technical issues don’t appear to be impacting the broader market. However, Barrick Gold (GOLD), a Canadian gold and copper producer, was displayed as trading at just 25 cents — down 98.5% on the day, according to Refinitiv.

New York CNN —Spotify is increasing its prices again, less than a year after it last hiked prices for most of its subscription plans. The latest price hike comes as streaming media companies face rapidly increasing costs of doing business – and customers continued to sour over rising prices of goods as inflation remains stubbornly high. The monthly cost of Duo, a plan that lets two people split a premium plan, is rising by $2, to $16.99. The family plan is increasing prices by $3 to $19.99 per month. Spotify recently increased subscription prices for international subscribers, cut costs and underwent several rounds of layoffs including drastic reductions to its podcast business.

The reason for that is mostly the American consumer, with spending accounting for about 70% of gross domestic product. We have discovered the earliest evidence of fresh water and representative evidence for dry land above the sea,” he added. The research indicates that the Earth’s water cycle — when water moves between land, oceans and atmosphere through evaporation and precipitation — was operating at that point in time. The earliest widely agreed upon evidence of life — and fresh water — comes from stromatolites, fossilized microbes that formed mounds in hot springs 3.5 billion years ago, Gamaleldien said. Two zircon crystals showed isotopic evidence of meteoric or fresh water; one was 4 billion years old, while the other was 3.4 billion years old, he said. What’s more, land and fresh water, which likely would have fallen as rain, would have provided the essential ingredients for the origin of life, he said.

Adding to the concerns about supporters inciting or committing violence to avenge Trump are comments from Trump’s allies since the verdict. Will Trump’s smears of the verdict and his “breaking point” language escalate those threats and even potentially lead to violence from Trump’s supporters? One of Trump’s supporters who vowed to “not tolerate” the Mar-a-Lago search attacked an FBI field office, resulting in his death. Jerusalem CNN —Israeli Prime Minister Benjamin Netanyahu may soon be forced to choose: Agree to a ceasefire deal with Hamas or keep his government in power. “I think that Bibi is cornered now,” said Aviv Bushinsky, a former adviser to Netanyahu, using the prime minister’s nickname. While Biden squarely framed the proposal as a way to end the war, Netanyahu is insisting Israel will not end the war until and unless Hamas is eliminated. Anchor closed in July 2023 and its former parent company Sapporo USA put it up for sale after facing years of declining sales.
