The United States was buffeted by extreme weather Wednesday, with Texas bracing for the first tropical storm of the hurricane season while the Northeast still faced a major heat wave. Southern Texas braced for a major storm to hit late Wednesday into Thursday, with considerable flash flooding likely, according to forecasters. The weather system, currently named Potential Tropical Cyclone One, is expected to be upgraded and renamed Tropical Storm Alberto by the time it makes landfall on the Gulf Coast of Mexico early Thursday. The National Weather Center office in Houston said at 4:30 a.m. CT (5.:30 a.m. Greg Abbott ordered the state Division of Emergency Management to put the Texas State Emergency Operations Center to a readiness of level 2, meaning it began 24-hour operations.

Read moreMEXICO CITY, May 14 (Reuters) - A tractor trailer and a van crashed on a highway in the northern Mexican state of Tamaulipas on Sunday morning, killing 13 people, local authorities said. The two vehicles crashed about half an hour outside of the state capital Ciudad Victoria and then caught on fire, the Tamaulipas' public security ministry said. Once authorities arrived at the site of the crash, they found the truck carrying the trailer was no longer at the scene. Once authorities arrived at the site of the crash, they found the truck carrying the trailer was no longer at the scene. A source at the Tamaulipas prosecutors' office said investigators were unsure whether the driver of the truck had fled or if he was also killed in the crash. The victims are all thought to be Mexicans as national IDs have been recovered from the scene, the source said.
The Gulf cartel apologized Thursday after two American citizens were killed during an armed abduction last week in Mexico. A senior law enforcement official told NBC News that U.S. authorities believe the letter is legitimate. Four Americans were shot at and kidnapped after driving into Matamoros, Mexico, just south of Brownsville, Texas, for a medical procedure. Video showed a gunman dragging people into a white pickup, a law enforcement source with knowledge of the matter previously said. A law enforcement official with knowledge of the matter said a woman in the group had been seeking a cosmetic medical procedure.
