A Texas judge declared a law that prevented cities from passing some local ordinances unconstitutional. Greg Abbott, a Republican, signed a bill into law in June that prohibited cities from passing certain local ordinances. "While the judge declared HB 2127 unconstitutional, she did not enjoin enforcement of the law by Texans who are harmed by local ordinances, which HB 2127 preempts," Willey wrote to Insider. A statement from a specialist unit of Italy's carabinieri police on Friday said the return of the artefacts was due to the cooperation between Italian and U.S. judicial authorities. Pictures provided by the Italian culture ministry show the artefacts include several painted pots, the head of a statue and some coins, which were displayed at a restitution ceremony earlier this week in New York. The statement said 145 pieces were recovered as part of bankruptcy proceedings against British antiquities dealer Robin Symes.

CNN —Rapper Big Pokey has died at the age of 45 after collapsing on stage in Texas. “It is with deep sadness that we share the news of the passing of our beloved Milton ‘Big Pokey’ Powell,” the post reads. “Big Pokey will forever be ‘The Hardest Pit in the Litter,’” it adds, referencing the title of his debut album, which was released in 1999. A video posted on Twitter showed Big Pokey collapsing backward while holding a microphone at a bar in Beaumount, Texas on Saturday. The Justice Department has reached an agreement with the City of Houston to improve trash removal and environmental monitoring after an investigation into the widespread dumping of garbage, including human bodies, in predominantly Black and Latino neighborhoods. The agreement, which followed weeks of negotiation between department officials and municipal leaders in Houston, is part of the Biden administration’s larger environmental justice agenda, which seeks to redress the disproportional impact of waste, air and water pollution on communities of color around the country. “No one should have to live next to discarded tires, bags of trash, rotting carcasses, infected soils and contaminated groundwater, all caused by illegal dumping,” Alamdar S. Hamdani, the U.S. attorney for the Southern District of Texas, said on Tuesday during a news conference in Houston.

The nation’s oldest Latino civil rights organization accused the city of Houston in a federal lawsuit of denying Latinos fair representation by allowing voters citywide to elect five council members. Elections in the city are deeply, racially polarized and Latinos' voting strength is diluted through the at-large election process, the lawsuit states. "Houston's the only major city in Texas where five council members are elected at large and in essence, disenfranchising the Latino community," Domingo Garcia, LULAC president, said in a phone interview. Houston only has one Latino on City Council." Since then, only 11 Latinos have been elected or appointed to a single member district and only two have been elected to an at-large district, according to the LULAC lawsuit.
