The SEC this week charged a small New York hedge fund with acting as an unregistered investment advisor. Concord Management earned tens of millions of dollars advising a Russian tycoon, the SEC said. The New York Times said the businessman in question was the former Chelsea FC owner Roman Abramovich. The regulator added that since 1999, Concord had made over $80 million managing the client's assets, which, as of January 2022, were worth $7.2 billion. The New York Times reported Tuesday that Concord had managed money for the oligarch Roman Abramovich, citing a person familiar with the matter.

(Reuters) - Russia fired cruise missiles at mock targets in the seas separating it from Alaska on Monday in what it said was an exercise to protect its northern shipping route in the Arctic. The defence ministry said Vulcan, Granit and Onyx cruise missiles were fired over distances of hundreds of kilometres to strike targets simulating enemy ships in the Bering Sea. The drills took place on Russia's Chukotka peninsula and in the Chukchi and Bering Seas, and were supervised by Admiral Nikolai Yevmenov, commander-in-chief of the Russian navy. Moscow said last year it planned to spend almost $30 billion by 2035 on developing the northern sea route, which has become more viable as climate change has reduced sea ice in the Arctic. It runs across the top of Russia from Murmansk near the borders with Norway and Finland to the Bering Strait near Alaska.

"Multi-purpose nuclear submarines of the Yasen-M project will ... be equipped with the Zircon missile system on a regular basis," , Alexei Rakhmanov, chief executive officer of the United Shipbuilding Corporation (USC), told RIA. Yasen-class submarines, also known as Project 885M, are nuclear-powered cruise missile submarines, built to replace Soviet-era nuclear attack submarines as part of a programme to modernise the army and fleet. President Vladimir Putin said earlier this year that Russia would start mass supplies of Zircon missiles as part of the country's efforts to boost its nuclear forces. The Russian multi-purposes frigate Admiral Gorshkov, which has tested its strike capabilities in the western Atlantic Ocean earlier this year, has been already equipped with Zircon missiles.

ST PETERSBURG, Russia, Nov 22 (Reuters) - President Vladimir Putin on Tuesday touted Russia's Arctic power at a flag-raising ceremony and dock launch for two nuclear-powered icebreakers that will ensure year-round navigation in the Western Arctic. Presiding via video link from the Kremlin at the launch ceremony in the former imperial capital of St Petersburg in northern Russia, Putin said such icebreakers were of strategic importance for the country. "Both icebreakers were laid down as part of a large serial project and are part of our large-scale, systematic work to re-equip and replenish the domestic icebreaker fleet, to strengthen Russia's status as a great Arctic power," Putin said. The Arctic is taking on greater strategic significance due to climate change, as a shrinking ice cap opens up new sea lanes. Vast oil and gas resources lie in Russia's Arctic regions, including a liquefied natural gas plant on the Yamal Peninsula.
