The move they made is a big cut," SlateStone Wealth's Kenny Polcari told CNBC's " Street Signs Asia " on Sept. 19. Calling it a "crisis level cut," he added that "people [are] scratching their heads, going, what's it really mean?" Federal Reserve Chair Jerome Powell stressed that the big rate cut does not signal that the risk of a recession is elevated. According to FactSet data, of the 20 analysts covering the stock, 18 give it a buy or overweight rating, while two have a hold rating. The rally provides little relief to CEO Pat Gelsinger, who has had a tough run since taking the helm in 2021. Intel CEO Pat Gelsinger speaks while showing silicon wafers during an event called AI Everywhere in New York, Thursday, Dec. 14, 2023. That prospect would be more palatable to Wall Street if Intel's core business was at the top of its game. Microsoft CEO Satya Nadella said in February that it would use Intel to produce a chip, but didn't provide details. It's also common to draw parallels between the dot-com bubble and today's hype, leading investors to wonder if there's an AI bubble that's about to pop, too. Goldman Sachs' big AI headline of the month is "To buy, or not to buy, that is the question." The note from September 5, led by Peter Oppenheimer, suggests the answer is "to buy" but also to diversify. And the third is the application providers, which are the companies creating services for end users to harness AI. The Biden administration is fighting to overcome opposition from allied nations and the tech industry as it prepares to expand restrictions aimed at slowing China’s ability to make the most advanced semiconductors, which could be used to bolster Beijing’s military capacity. The rules are aimed at blocking off some of the newer routes that Chinese chipmakers have found to acquire technology, despite international restrictions. The United States has been pushing allies like Japan and the Netherlands to toughen their restrictions on technology shipments to China, during visits to those countries as well as a Japanese state visit to Washington in April. Those nations are home to companies that produce chip-making machinery, like ASML Holding N.V. and Tokyo Electron Limited. But industry in the United States and other countries has argued the rules could hurt them, and it remains unclear when or if foreign governments will issue limitations.

The Biden administration said on Tuesday that it would award up to $450 million in grants to a South Korean chipmaker, SK Hynix, to help build its new chip facility in Indiana, in what officials described as a milestone in rebuilding the U.S. semiconductor manufacturing industry. With the announcement, the United States now has commitments from all five of the world’s leading-edge semiconductor manufacturers to construct chip plants in the United States with financial assistance from the administration, Commerce Secretary Gina M. Raimondo said in a call with reporters on Monday. The Biden administration previously announced that it had reached agreements with Intel, Taiwan Semiconductor Manufacturing Company, Samsung and Micron to help fund investments in the United States. “These are the only companies in the world capable of producing leading-edge chips at scale,” she said. SK Hynix announced in April that it had committed to investing $3.87 billion in a facility in West Lafayette, Ind.

Hong Kong/London CNN —Japanese shares soared Tuesday, clawing back some of their record losses from the previous day and underpinning a tentative recovery on global markets. Markets around the world plunged during Monday’s session when a combination of fears about a slowing US economy, rising Japanese interest rates and crumbling tech stocks combined to trigger a meltdown. The bounce in Japan is “typical after a market crash,” Neil Newman, head of strategy at Astris Advisory in Tokyo, told CNN. “It is too early to conclude that the Japanese stock market has hit a bottom,” they said, adding that any recovery would likely only occur after Japanese companies report first-half earnings in October, or even after the US presidential election in November. Shares of global semiconductor firms rallied on Wednesday as they were boosted by some positive earnings in the sector and a report of potentially less severe U.S. export restrictions on China. AMD was among the morning's big winners with shares up more than 9% in U.S. premarket trading after the company reported a top and bottom line beat in its second-quarter financial report. AMD saw strong growth in its data center business, driven by sales of its graphics processing units (GPUs) which are used to train artificial intelligence models.
