When President Biden met President Xi Jinping on Wednesday on the edges of Silicon Valley, there was a subtle but noticeable shift in the power dynamic between two countries that have spent most of the past few years denouncing, undercutting and imposing sanctions on each other. For the first time in years, a Chinese leader desperately needed a few things from the United States. Mr. Xi’s list at the summit started with a revival of American financial investments in China and a break in the technology export controls that have, at least temporarily, crimped Beijing’s ability to make the most advanced semiconductors and the artificial intelligence breakthroughs they enable. All this may explain why Mr. Biden’s aides were able to negotiate, fairly quickly by Chinese diplomatic standards, potentially major breakthroughs on stopping the flow of the chemical precursors for fentanyl to the United States and a resumption of military-to-military communications, critical for two superpowers whose forces bump up against each other every day. The lurking question now is whether Mr. Xi’s charm offensive — on full display Wednesday night as he entertained chief executives — marks a lasting shift or a tactical maneuver.

Beijing’s demands were made clear last November when Xi and Biden met in Bali, Indonesia, during the Group of 20 summit. That was a rejoinder to the Biden administration mantra that the two nations should compete vigorously while not looking for conflict. Beijing has bristled at export controls and other measures imposed by the Biden administration, perceiving them as designed to stifle China's economic growth. But Xi, this time, is likely to seek assurance from Biden that the U.S. will not pile new ones onto China.

Paramilitary forces and industrial workers marched down Kim Il Sung Square in Pyongyang as part of the parade, the Korean Central News Agency reported. Kim attended the parade with his daughter, who is believed to be called Kim Ju Ae, and received congratulatory letters from China’s Xi Jinping and Russia’s Vladimir Putin, according to KCNA. CNN —This might have been an opportunity for world leaders to bridge a host of chasms that are opening up, as G20 conferences have in the past. Yet this will be the first G20 that Xi has skipped in the decade he’s served as China’s president. The hope is that, without distractions from the presence of Xi and Putin, the G20 will be able to focus more directly on just such urgent issues. Certainly, it removes an opportunity to pressure Xi into restraining shipment of technology and equipment to Russia that could help its war in Ukraine. So, this G20 — uniquely absent Xi and Putin — is an important opportunity to showcase China’s failings, confirm Russia’s status as a pariah and ratify America’s place as a global leader.

CNN —European officials took some small comfort when China attended a summit in Jeddah, Saudi Arabia, last weekend.
