Advocacy groups are petitioning Federal Emergency Management Agency (FEMA) to include extreme heat and wildfire smoke as major disasters in the same way they do for hurricanes and other major disasters and emergencies. Extreme heat is by far the most deadly kind of weather, killing on average more than twice as many people each year as hurricanes and tornadoes combined, according to data tracked by the National Weather Service. But as CNN as previously reported, FEMA’s hands are tied by congress and the Stafford Act — the federal law that gives FEMA the power to respond to emergencies and determines what qualifies as one. The petition notes that the Stafford Act can be easily amended as it was just a few years ago to respond to the Covid-19 pandemic. On the other side of the country, a dangerous, long-duration heat wave is tightening its grip on the Northeast and parts of the Midwest.

CNN —Indiana’s ban on transition care for minors can take effect, an appeals court ruled Tuesday, issuing a stay on the district court’s ruling that blocked parts of the law last summer. The ruling from the US Court of Appeals for the Seventh Circuit in Chicago ordered the preliminary injunction from the district court in June 2023 to be stayed – meaning the law will take effect immediately. Indiana Attorney General Todd Rokita, a Republican, applauded the ruling in an audio statement shared with CNN. “Following the court’s order yesterday, Indiana’s common-sense law is now enforceable again,” Rokita said. “Meaning that we’re going to be banning dangerous and irreversible gender transition procedures for minors.

CNN —The man arrested outside Taylor Swift’s New York City townhouse on Saturday for open warrants – and who admitted he was there to see the pop star – was arrested at the same location less than 48 hours later, according to a law enforcement source familiar with the investigation. The man was arrested shortly before 7 p.m. Monday outside Swift’s Tribeca townhome, the source said. Neighbors and Swift’s security team called police back to the block Monday after seeing the man who had been arrested Saturday return, standing on the street staring at her building, according to the law enforcement source. The man has been taken into custody and faces multiple counts of harassment and stalking, a New York Police Department spokesperson told CNN on Tuesday. The suspect was taken into custody Monday in the 1st Precinct, where Tribeca is located, another NYPD spokesperson said.

New York CNN —Israeli hostage posters that were hung up at Harvard University had been vandalized with antisemitic messages just as students returned from winter break. Footage shared with CNN by Harvard student Alexander Kestenbaum shows a handful of hostage posters defaced with messages such as “Israel did 9/11.” A poster of a four-year-old Israeli hostage was defaced, while “LIES FAKE” was scrawled over another hostage poster. Photos and videos geolocated by CNN indicate the vandalized posters were hung just outside Holworthy Hall, a first-year student dorm located on the northern edge of Harvard Yard. CNN —A man who numerous witnesses have said frequently waits outside or nearby Taylor Swift’s Manhattan townhouse was arrested near her home for open warrants, admitting he was there to see the pop star, according to a law enforcement source familiar with the investigation. The man admitted he was there to see Swift when police arrived, the source said. CNN has reached out to representatives for Taylor Swift for comment. Police arrested him on two open warrants from 2017 for failure to appear, the law enforcement source said. The man has not been charged with any crimes in relation to trying to enter Swift’s townhouse, according to the law enforcement source, and there is no evidence he was attempting to enter her specific unit.

Epstein accuser Virginia Giuffre said Dubin had sex with her while his wife was sleeping nearby. CNN —Hisham Awartani, one of the three Palestinian college students who were shot while walking in Vermont over Thanksgiving weekend, is paralyzed from the chest down after a bullet became lodged in his spine, his mother said. Elizabeth Price told CNN on Tuesday her son had an “incomplete spinal injury,” meaning he can feel his legs but can’t move them. Awartani, Abdalhamid and Ahmad have been friends since grade school, Price told CNN on Monday from Ramallah. Abdalhamid told CNN’s Anderson Cooper on Friday he was shot in the back while running away moments after the other two students were shot. “This absolutely was a hateful act,” Murad told CNN Monday.

CNN —Four people are dead, including two children, and one person was critically injured in a stabbing in Far Rockaway, Queens, on Sunday morning, police said. Two police officers were injured responding to the home, where a fire also broke out, and the suspect is dead. The man drew a kitchen steak knife on the officers, stabbing one in the neck and chest, and striking the other in the head, the chief added. One of the officers drew his weapon and fired, killing the suspect, Maddrey said. The stabbing suspect has been identified as a 38-year-old Bronx resident, Kenny said during the news conference.

CNN —A suspect has been arrested in the shooting of three Palestinian college students in Burlington, Vermont, in a case that has garnered national attention amid concerns about rising levels of hate crimes since the Israel-Hamas war erupted. Jason J. Eaton, 48, was arrested Sunday afternoon near the scene of the attack, the Burlington Police Department said in a news release. CNN —Three Palestinian college students were shot in Burlington, Vermont, on Saturday evening, according to police. Two of the three students were wearing keffiyehs, traditional Palestinian scarves, according to the police department. The victims were transported to the University of Vermont Medical Center, the news release said.
