A source familiar with the Governor’s plan said Hochul pushed for the delay due to concerns about affordability and the potential impact to the city’s post-pandemic economic recovery. Kathy Hochul is quietly maneuvering to delay a plan to toll drivers entering Manhattan’s central business district, just weeks before it is slated to go into effect, according to two people familiar with the discussions. The first-in-the-nation congestion pricing plan, which has been decades in the making, is slated to start June 30. Drivers using E-ZPass will pay as much as $15 to enter Manhattan south of 60th Street. But even as Ms. Hochul believes that congestion pricing is good environmental policy, she has concerns that the timing was less than ideal, according to a person familiar with her thinking. The governor feared that it might deter commuters from returning to the central business district, which has yet to fully recover from the pandemic.

Hong Kong lawmakers passed a new national security law on Tuesday that grants the government more power to quash dissent, widely seen as the latest step in a sweeping political crackdown that was triggered by pro-democracy protests in 2019. The legislature passed the Safeguarding National Security Bill during a special session Tuesday. Singapore's economy expanded by a slightly more modest pace than initially expected in 2023, as manufacturing activity contracted and services growth slowed. Singapore's economy in 2024 is forecast to grow faster than estimated earlier, while the outlook for inflation has been revised lower, the Monetary Authority of Singapore's survey showed Wednesday. While economists raised their forecasts for the manufacturing, finance and insurance, and construction sectors, the outlook for the wholesale and retail trade, as well as accommodation and food services sectors was revised lower.

LONDON — Barclays on Tuesday reported a fourth-quarter net loss of £111 million ($139.8 million) as the British lender announced an extensive strategic overhaul, boosting its shares more than 8.6% through the day. For the full year, net attributable profit came to £4.27 billion, down from £5.023 billion in 2022 and below a consensus forecast of £4.59 billion. Credit impairment charges were £552 million, up from £498 million in the fourth quarter of 2022. SINGAPORE — Singapore lowered its full-year growth for 2023, as official data on Thursday showed the economy grew 1.1% last year compared to an earlier estimate of 1.2%. Growth in 2023 was largely driven by "other services industries" which grew by 3.9% year-on-year. Information and communications, as well as transportation and storage sectors also drove growth,"All sectors except for the manufacturing sector recorded full-year expansions," the Ministry of Trade and Industry reported. Last year, the manufacturing sector — a key driver of the economy — contracted by 4.3%, reversing from the 2.7% growth in 2022. The construction sector grew by 5.2%, an improvement from the 4.6% expansion in 2022.
