CNN —Asheville was touted as a climate haven, a place to escape the worst ravages of extreme weather. It pummeled western North Carolina as a tropical storm Friday. In some ways, this scenic swath of western North Carolina was primed for catastrophe. Both systems concentrated their highest rainfall on western North Carolina, killing 11 people. A recent First Street report found parts of North Carolina devastated by Helene could now experience a once-in-100 year flood every 11 to 25 years.

Three days after a massive storm swamped this landlocked city, the shelter at Asheville-Buncombe Technical Community College, known locally as A-B Tech, was at capacity with 149 people, including many families, facing an uncertain future together. “This was shocking to everybody,” said James Yulon Ferguson, 52, whose trailer in the nearby community of Swannanoa is now underwater. Ferguson said he had received the warning that Helene was headed toward Asheville, but he “didn’t think it was going to be that bad.”At first, he decided to stay put. Heather Unbehaun, the mother of now 15-year-old Kayla Unbehaun, is being held at the Kane County Adult Justice Center in Illinois without bond on an abduction charge, according to the jail. She bonded out Tuesday morning and was released, Asheville Police Department spokesperson Samantha Booth told CNN on Tuesday. When Iserka went to pick up his daughter the next day, he was told Unbehaun took her on a camping trip and Unbehaun and Kayla never returned, Vojta told CNN. Heather Unbehaun, the woman accused of abducting her daughter from a suburb of Illinois six years ago, is due in court on Wednesday morning.
