The effort to expel GOP Rep. George Santos is picking up after a damning Ethics Committee report released Thursday. And if it happens, Santos' expulsion could lead to a hotly contested special election in New York. That special election must occur between 70 and 80 days after the proclamation is issued. It appears a special election would not involve a primary, but rather that members of the county party committees would select their nominees. Senate Majority PAC, the main Democratic outside group involved in Senate races, is already stockpiling campaign cash ahead of a brutal fight to hold onto the Senate, according to new fundraising numbers shared first with NBC News. Sen. Tim Scott, R-S.C., may not have the highest poll numbers, but he kicks off his presidential campaign flush with another precious campaign resource: money. Scott is likely entering the 2024 race with more cash than his GOP rivals. The senator's federal campaign committee had $21.9 million in its account as of March 31, according to campaign finance reports filed with the Federal Election. Former President Donald Trump's campaign had $13.9 million in its account, while biotech entrepreneur Vivek Ramaswamy, who has largely self-funded his campaign, had $9.4 million on hand. Those senators had between $2.2 million (Graham) and $4.1 million (Rubio) in their presidential or Senate campaign accounts before launching their runs for the White House.

On top of the GOP gubernatorial primary in Kentucky, there are other contests taking place on Tuesday that could provide some clues about 2024 — even though it’s hard to draw too many lessons from individual races. Voters are also heading to the polls in Pennsylvania, which is hosting a crowded Democratic primary for Philadelphia mayor. Two races will also provide some insight into voter attitudes in two key counties in two crucial battlegrounds. In other Pence news, he will attend Iowa GOP Sen. Democratic Rep. David Trone announced Thursday that he is jumping into Maryland’s open Senate race, and he signaled that he’s willing to spend his vast personal fortune on his campaign. During a brief interview with NBC News ahead of his announcement, he declined to say how much he is willing to spend on the Senate race. In 2016, Trone lost the Democratic primary to Rep. Jaime Raskin, who is also considered a potential Senate candidate. Sen. Mitt Romney, R-Utah, could face a primary challenge if he decides to run for re-election, with a top state legislator officially exploring a run. Utah state House Speaker Brad Wilson launched an exploratory committee on Thursday as he weighs challenging Romney, telling the Associated Press that the Beehive State needs a "conservative fighter" and referring to Romney as a "professional career politician." I’ll make that assessment over the coming months, and sometime in the spring or summer, I’ll make that decision," Romney said, according to the Salt Lake Tribune. The survey finds 43% of Republican primary voters who they would like to see Trump as their party's presidential nominee, while 28% say the same of DeSantis. The poll comes as Trump and DeSantis have dominated recent surveys of the potential Republican primary field. DeSantis has not yet launched a presidential run, but he is traveling the country to promote his book, which is being released this week. Democrats are in a New York state of mind when it comes to the battle for the House, with outside groups signaling this week that they'll be targeting freshman New York Republicans in competitive seats. On Wednesday House Majority PAC, the main Democratic super PAC that spends in House races, announced it would spend $45 million in New York. The group's non-profit arm, House Majority Forward, announced Thursday that it is launching a "six-figure" digital ad and billboard campaign in more than a dozen House districts, including all six New York seats, targeting Republicans on their plans to cut Social Security and Medicare. Also on Wednesday, EMILY'S List, which backs female candidates who support abortion rights, announced it is targeting 10 House Republicans, including the six freshmen from New York. They flipped four House seats there.
