CNN —The Biden administration is preparing a new aid package for Ukraine that is expected to be worth around $1 billion, multiple sources familiar with the matter told CNN, and is set to be approved by President Joe Biden after the Senate passes a new foreign aid funding bill as soon as Tuesday afternoon. In briefings to Congress in recent weeks, administration officials have indicated that the US will likely send Ukraine long-range ATACMS, or Army Tactical Missile Systems, for the first time as part of the new aid package, three of the sources said. Ukrainian officials have been asking the US both in private and in public for the long-range missile to target deeper behind Russian lines. Broadly, Russia has maintained a “significant quantitative advantage” over Ukraine in terms of munitions, manpower and equipment, a NATO official said earlier this month. The military aid will be sourced from the US’ own stockpiles through a funding mechanism known as presidential drawdown authority, or PDA, and will be the first PDA package for Ukraine since March.

MOSCOW (Reuters) - Admiral Viktor Sokolov, the commander of Russia's Black Sea Fleet, was shown on Russian state television on Tuesday attending a defence leaders' meeting remotely, a day after Ukrainian special forces said they had killed him. In response to the Russian video, the Ukraine special forces said on Telegram: "Since the Russians were urgently forced to publish a response with Sokolov allegedly alive, our units are clarifying the information." Ukrainian Defence Minister Rustem Umerov, interviewed by CNN, neither confirmed nor denied Sokolov's death, but said his demise could only be a good thing for all concerned. In the video, Shoigu said more than 17,000 Ukrainian soldiers had been killed in September and that more than 2,700 weapons, including seven American Bradley fighting vehicles, had been destroyed. Kyiv's counteroffensive has yet to seize much territory from Russian forces, which control about 17.5% of Ukraine's internationally recognised territory.

It’s true that the Ukrainian counteroffensive debuted with conspicuous setbacks and hasn’t advanced as much as hoped. Moreover, land seized by Russia earlier has been used to strike ever deeper into Ukraine, making restoring defensible borders an existential concern. But Kyiv got the ammunition needed to sustain the counteroffensive longer while awaiting expanded factory production of conventional shells in 2024. Putin miscalculated disastrously when he invaded in Ukraine, so he’s now hoping to outlast Western support for Ukraine to rescue what spoils he can. But failing to do so now could entail the US, Europe and Ukraine paying a much higher price later.

Ukraine's armor arsenal was bolstered by Western tanks like the German-made Leopard ahead of the counteroffensive.
