Sanchez, a mayordomo or water caretaker, had hoped to have Federal Emergency Management Agency (FEMA) funding to clear the ditches after the agency was given $3.95 billion to compensate communities for the 40-mile-long blaze. FEMA and other federal support has reached only a handful of the dozens of acequias that requested aid in November, said local irrigation leader Paula Garcia. "I don't think they're up to the job," said Roybal-Mack, a Mora Valley native.

California has faced heavy precipitation in recent weeks, leading to a high snowpack. The snowpack provides a third of California's water needs, but it's too soon to assess the impact on the drought. The snowpack in the Sierra Nevada, the mountain range that runs along the eastern part of the state, is often called California's "frozen reservoirs." Though the high snowpack this early in the season is promising, if the precipitation doesn't continue, it may not be enough to significantly address the drought. "It's great for the state of California to get out of this drought, and it's great for skiing."
Actor Jeremy Renner was run over by his own snow plow while moving snow near his home near Reno, Nevada. The incident happened while the actor was trying clear his own car, driven by a family member, from the snow. "There was about three feet that we just received on top of whatever else they'd received prior to this big snowstorm, but three feet of fresh snow," Balaam said. Renner used his own plow, described as a PistenBully that weighs more than 14,000 pounds, to extract the car from the snow. Balaam described Renner as a "great neighbor" who often cleared the roads for others after snowstorms and was a beloved member of the community.
