New York Fleet Week, the Movie

“I feel like I’m in a movie right now,” Petty Officer Third Class Ayanna Crawford said last weekend as she navigated the bow tie of Times Square, with its hordes of panhandlers costumed as Elmo, Minnie Mouse and Spider-Man. “I’m in culture shock.”Petty Officer Crawford, 20, who serves on the Wasp-class amphibious assault vessel U.S.S. Bataan, had cruised into town with a fellow crew member, Airman Kobe Brents, 22, and many of the roughly 2,300 sailors, Marines and Coast Guard members who alight in New York each Fleet Week for a weeklong annual celebration of those who serve and protect the United States at sea. Held nearly every year since 1984, Fleet Week often has the unintended effect of reminding even the most jaded of locals that the gritty and complicated place they call home remains a peerless backdrop for what can sometimes seem like a never-ending cinematic reel. It was the film director Milos Forman who was reputed to have termed New York “the only city which in reality looks better than on postcards.”

Both the Philippines and Japan are US defense treaty allies, and the US military retains permanent bases in Japan and has base rights in the Philippines. That threat is manifested in three key areas – Taiwan, the South China Sea and the Japanese-controlled Senkaku Islands in the East China Sea, analysts say. Here's why 03:27 - Source: CNNJapan and Philippines both have separate territorial disputes with China, in the former’s case the Senkaku Islands in the East China Sea and in the latter’s areas of the South China Sea. Meanwhile, China claims the shoal, which is in the Philippines’ exclusive economic zone, as its sovereign territory, as it does much of the South China Sea, in defiance of an international arbitration ruling. “Alliance building is the most practical way to deal with China’s moves” in the South China Sea, he said.

CNN —A Marine rapid response force is expected to leave the eastern Mediterranean Sea in the coming weeks and return to the United States, according to two defense officials, in a significant reduction of US forces in the region. The Marine rapid response force first deployed in July and was sent to the region in October. It had previously been extended to remain in the eastern Mediterranean Sea, as CNN reported. The US has maintained an aircraft carrier or amphibious assault ship in the eastern Mediterranean Sea since shortly after the October 7 attacks in Israel. The Ford carrier strike group, which had been extended several times, left the eastern Mediterranean Sea in early-January, replaced by the Bataan amphibious ready group and the Marine rapid response force.

ON BOARD THE USS BATAAN (AP) — When attacks with missiles and drones surged in the Red Sea late last year, crewmembers of the USS Bataan worked round the clock to make sure they were shot down before reaching passing merchant vessels. Weeks later, they are still perfecting that operation in training and simulations, along with a dozen other scenarios, despite moving north to the Mediterranean where commercial marine traffic is at little risk. The U.S. Navy is reshuffling its warship deployment in the Middle East to maintain dominance in the region – now eyeing the longer haul as concerns mount that Israel’s war on Hamas in Gaza could set off a regional conflict. The Bataan was sailing toward the eastern Mediterranean Friday after taking part in live-fire exercises with NATO-member Greece on the country’s mainland. “I would say, the difference (after coming to Greece) is that the food is a little bit better.”

MANILA, Philippines (AP) — The United States and the Philippines have signed a nuclear cooperation pact under which U.S. investment and technologies are to help the Southeast Asian nation transition to cleaner energy and bolster its power supply. He said the pact, known as a Section 123 agreement, would support the development of reliable, affordable and sustainable power in the Philippines. It will also open doors for U.S. companies to invest and participate in nuclear power projects, he said. With its peak energy demand expected to quadruple by 2040, nuclear energy will help it meet its needs in a sustainable way, he said. The United States has 23 Section 123 agreements in force that govern peaceful nuclear cooperation with 47 countries, the International Atomic Energy Agency and Taiwan.

REUTERS/Carlos Barria Acquire Licensing RightsMANILA, Nov 17 (Reuters) - The United States and the Philippines on Friday signed a landmark deal that would allow Washington to export nuclear technology and material to Manila, which is exploring the use of nuclear power to decarbonise and boost energy independence. "Nuclear energy is one area where we can show the Philippines-U.S. alliance and partnership truly works." U.S. Congress approval is needed for the deal, which will allow a peaceful transfer of nuclear material, equipment and information in adherence with non-proliferation requirements. The Philippines wants to tap nuclear power as a viable alternative baseload power source as it seeks to retire coal plants to help meet climate goals and boost energy security. Completed in 1984, the Bataan Nuclear Power Plant was mothballed two years later following the ouster of the older Marcos, the deadly Chernobyl nuclear disaster, and corruption allegations.

DUBAI, United Arab Emirates (AP) — Yemen's Houthi rebels for the first time Tuesday claimed missile and drone attacks targeting Israel, drawing their main sponsor Iran closer into the ongoing Israel-Hamas war in the Gaza Strip and further raising the risks of a regional conflict erupting. There also has been at least one attack that the Houthis claimed where suspicion later fell fully on Iran. In 2019, cruise missiles and drones successfully penetrated Saudi Arabia and struck the heart of its oil industry in Abqaiq. While the Houthis claimed the Abqaiq attack, the U.S., Saudi Arabia and analysts blamed Iran. Iran's mission to the U.N. did not immediately respond to a request for comment on the Houthi attacks.

On Tuesday, more ships and forces were heading toward Israel, and other troops in the U.S. were preparing to deploy if called on. The buildup reflects growing U.S. concern that the deadly fighting between Hamas and Israel will escalate into wider regional conflict. The Pentagon has said those troops are not participating in any hostage rescues and there are no other U.S. military forces on the ground in Israel. AND MORE TROOPS ARE GETTING READYAustin ordered about 2,000 U.S. forces to be prepared to deploy if needed in the coming days and weeks. Blinken, seeking to prevent the conflict from spreading, arrived in the aftermath of Hamas' Oct. 7 attacks that killed 1,300 people in Israel. Speaking to reporters earlier after meeting Blinken, Defense Minister Yoav Gallant said, "This will be a long war; the price will be high. CNN —A US Marine rapid response force is headed to the waters off the coast of Israel and the Pentagon is preparing American troops for a potential deployment to the country, escalating the US’ show of force in the region as it works to prevent the conflict between Israel and Hamas from widening any further. A defense official familiar with the planning said the rapid response force, consisting of 2,000 Marines and sailors, is being sent. That could be particularly valuable if Israel launches a ground invasion of Gaza, which could be complicated and bloody, experts have warned. Officials would not specify where exactly the Marine unit will now go, other than to say it is headed toward Israel. The Wall Street Journal was first to report about the potential deployment of troops to Israel.

DUBAI, United Arab Emirates (AP) — A Greek shipper has pleaded guilty to a charge over it smuggling sanctioned Iranian crude oil and agreed to pay a $2.4 million fine, U.S. federal court papers seen Thursday by The Associated Press show. In July, the top commander of the Revolutionary Guard’s naval arm threatened further action against anyone offloading the Suez Rajan, with state media linking the recent seizures to the cargo’s fate. In its 2015 nuclear deal with world powers, Iran regained the ability to sell oil openly on the international market. It also began a cat-and-mouse hunt for Iranian oil cargo — as well as series of escalating attacks attributed to Iran since 2019. China is believed to be a major buyer of Iranian oil, likely at a significant discount.

Pentagon officials had widely expected the nomination to go to Admiral Samuel Paparo, who leads the Navy in the Pacific and who has experience grappling with the growing challenge from China. Last year, Biden picked Admiral Linda Fagan to lead the U.S. Coast Guard, making her its first female commanding officer. Franchetti would become the first woman to lead a military service within the Defense Department and to join the Joint Chiefs of Staff, a group of eight top uniformed service members who advise the president on military issues. Harvey Averne begins most days with a bialy and whitefish salad. He watches “Morning Joe,” plays with his cat, Coco Baby, and fields calls from Latin music legends like Joe Bataan at his eclectic but tidy Woodhaven, Queens apartment. Averne is one of the last of the Latin music giants: a Jewish kid from East New York who had a hand in the development of Latin music, from the borscht belt to boogaloo and salsa. “I didn’t understand a word they’re saying, but that’s OK — you don’t understand a word in the opera.”As a producer, manager and musician, Averne has a storied history behind the scenes at some of New York’s biggest Latin music labels. Moments later, its crew are marched away with their hands on their heads, concluding a simulation of a counter-terrorism operation in the South China Sea between the coast guards of the Philippines, and allies the United States and Japan. Tuesday's manoeuvre is part of an inaugural trilateral coast guard exercise between the three countries, coming at a time of growing unease over China's maritime conduct in the region. The drill was a mock interception of a vessel carrying weapons of mass destruction, where Philippines coast guard personnel encounter armed resistance while boarding the vessel and are tasked with bringing the situation under control. "All the exercises we do, we help one another to prepare for anything that may possibly happen in the future," said John Ybanez, a spokesperson for the Philippine coast guard. The exercises in waters off Bataan province involve more than 500 coast guard personnel and also include search and rescue and counter-piracy scenarios.
