AMSTERDAM (Reuters) - The Dutch government on Friday summoned the Iranian ambassador to the Netherlands following the death of a Dutch baby in an attack by Iran on Erbil, Iraq. The attack killed at least four people, including a prominent Kurdish businessman and his infant child. A Dutch child of less than one year old had died in attacks by Iran on Erbil, Dutch Foreign Minister Hanke Bruins Slot said in a statement. She added she had asked her Iranian counterpart, Hossein Amirabdollahian, for clarification and had summoned the Iranian ambassador. Hungary has resisted agreement on an aid package, raising the possibility of the other 26 countries giving funds to Ukraine under separate bilateral deals with Kyiv. But Ursula von der Leyen, who heads the executive European Commission, told EU lawmakers: "I am confident that we will find a solution by 27." EU leaders last month agreed to start accession talks with Ukraine but Hungary vetoed granting 50 billion euros($54 bln) in aid for Kyiv through 2027. The prospect of 26 countries giving aid to Ukraine under separate bilateral deals with Kyiv is one alternative that is under discussion.

In the end, Rutte's own party members in the Senate made a surprising U-turn on Tuesday and said they would support the law, giving it a decisive majority in the upper chamber. If they reach an agreement, they would be forced to deal with the law that the Senate is now set to officially adopt on Jan. 23. "My god," Wilders said in a post on X in response to news about the VVD's Senate decision. Ruben Brekelmans, a VVD lawmaker in the lower chamber, said he wished his Senate colleagues had waited for an agreement on stricter migration policies before handling the spread of asylum seekers.

Snow grounds dozens of flights at Amsterdam airport

AMSTERDAM, Dec 3 (Reuters) - Dozens of flights to and from Amsterdam Schiphol airport were cancelled on Sunday due to snowfall expected to reach the Netherlands in the afternoon. Schiphol's website around midday indicated almost 150 incoming and outgoing flights had been cancelled. Dutch airline KLM, the airport's main user, told Dutch news agency ANP it had scrapped 65 European flights in the afternoon and evening. The court did not expressly forbid Venezuela to hold a planned Dec. 3 referendum over its rights to the region around the Esequibo river, the subject of the long-running border dispute, as Guyana has requested. However, judges at the International Court of Justice - as the World Court is formally known - made clear that any concrete action to alter the status quo should be stopped. "The court observes that the situation that currently prevails in the territory in dispute is that Guyana administers and exercises control over that area," presiding judge Joan Donoghue said. "Venezuela must refrain from taking any action which would modify that situation," she added. Venezuela reactivated its claim over the area in recent years after the discovery of offshore oil and gas.

Five nations seek war crimes probe in Palestinian territories

The ICC already has an ongoing investigation into "the situation in the State of Palestine" for alleged war crimes committed since June 13, 2014. Last month ,Kahn said that his office had jurisdiction both over Hamas' attack on Israel on Oct. 7 and any crimes committed as part of Israel's response including bombings in the Gaza Strip. In a statement, the prosecutor's office said it had so far "collected a significant volume of information and evidence" on crimes in the Palestinian territories and also committed by Palestinians. The ICC can investigate nationals of non-member states in certain circumstances, including when crimes are alleged to have been committed in the territories of member states. The Palestinian territories have been listed among the ICC's members since 2015.

Under new online content rules known as the Digital Services Act (DSA) which came into force recently, major online platforms are required to do more to take down illegal and harmful content or risk fines of as much as 6% of their global turnover. The world-first climate "loss and damage" fund is set to be launched during the United Nations COP28 climate summit to be held Nov. 30-Dec. 12 in Dubai in the United Arab Emirates. "The Commissioner is ready to announce substantial financial contribution by the EU and its member states to the loss & damage fund at COP28 in the context of an ambitious outcome at COP28," the European Commission and the UAE's incoming COP28 president said in a joint statement, referring to EU Climate Commissioner Wopke Hoekstra. Adnan Amin, CEO of the COP28 summit, said the aim was to secure several hundred million U.S. dollars for it by the end of the event. He said he was "hopeful" that the COP28 host, the UAE, would also make a contribution. Countries agreed at last year's U.N. climate talks to launch the climate damage fund, a deal hailed as a breakthrough by more vulnerable, developing nations that have long demanded support to cope with climate-driven damage from drought, floods and rising seas.

Local police said around 70,000 people joined the march, including climate activist Greta Thunberg and former EU climate chief Frans Timmermans, who will lead the combined Labour and Green parties at the upcoming election. Climate issues in general rank lower on most people's priority lists, recent opinion polls have shown. Timmermans' coalition has made tackling climate change one of its main issues and is currently polling in third place, behind two conservative parties who put more emphasis on the need to limit migration.
