Those highly appreciated positions can change the risk profile of your portfolio, particularly if it's been a long time since you last rebalanced. Managing the tax hit Trimming heavily appreciated positions in a portfolio that's held in a taxable account may come with a capital gains hit. One potential way to mitigate the tax is to use realized losses to offset those capital gains. In a year when losses exceed capital gains, investors can apply up to $3,000 of those losses to offset ordinary income and then carry over the remainder. Normally, these holdings would be the ones subject to the heftiest capital gains taxes if they were sold.

Overall, actively managed mutual funds and exchange-traded funds fell short of passive funds, with 47% of active strategies surviving and beating their index-following peers, according to Morningstar. However, actively managed funds outperformed in the bond category. About 53% of active bond managers survived and beat the passive average in 2023, up from 30% in 2022, the research firm said in a recent report . Intermediate core bond funds largely invest in investment-grade debt, spanning from government issues to corporates. Core bond funds have also held up in recessions, thanks to their diversification across fixed income and duration.

About six months later, after doing their own research, they discovered low-cost index fund investing , a relatively low-risk and hands-off strategy that aims to match the returns of a specific market index. The Federal Reserve's monetary policy set the tone for the fixed income world in 2023 – right down to which exchange traded funds investors picked to take advantage of higher interest rates. Bond yields have an inverse relationship to their prices, so that when prices decline, yields rise and vice versa. The Vanguard Long-Term Treasury ETF (VGLT) was another favorite of investors, with about $7.3 billion in net flows in 2023. Indeed, those strategies proved popular with investors in 2023, as the Vanguard Total Bond Market ETF (BND) and iShares Core U.S. Aggregate Bond ETF (AGG) were ETFs with the second and third highest net flows, per Morningstar.

But the three men topping Israel's hit-list remain at large: Deif, the head of Hamas' military wing, the Izz el-Deen al-Qassam Brigades; his second in command, Marwan Issa; and Hamas' leader in Gaza, Yahya Sinwar. The three leaders are directing Hamas' military operations and led negotiations for a prisoner-hostage swaps, possibly from bunkers beneath Gaza, three Hamas sources say. The objective of the war remains to dismantle Hamas' military and government capabilities, Michael said, which could involve a turbulent period in Gaza after the war. An Israeli military officer, who spoke to reporters on condition of anonymity, said the IDF viewed the elimination of such combat-level commanders as essential to dismantling Hamas' military capabilities. Israel has killed Hamas' leaders in the past, including the group's founder Sheikh Ahmed Yassin and its former leader Abdel-Aziz al-Rantisi, assassinated in a 2004 air strike.

Bonds are starting to make a lot of sense for investors, Forrest said. Even after pulling back somewhat from those levels, the benchmark yield remains within striking distance of the key 5% threshold. The potential unwinding of what BofA recently called the "greatest bond bear market in history" has more investors trying to lock in higher yields ahead of potential rate cuts next year from the Federal Reserve. Many investors appear comfortable betting on stocks to continue rising after a surprising strong first half, according to fund flow data. Investors even plowed $1.9 billion into the Invesco QQQ Trust ETF (QQQ) , which is up almost 40% so far this year. The flows are notable because investors have been somewhat reluctant to put more money in stocks this year despite the rally. Aggregate Bond ETF (AGG) and the Vanguard Total Bond Market ETF (BND) also saw inflows this week, so some investors are still hedging their bets on stocks. With investors starting to chase the recent rally, all major regions except Europe saw inflows.

"We cannot offer certain things that are taken for granted today," Kahl said. "Remote work is barely possible here as we need to guarantee security. Not being able to take cell phones into the workplace is also not something you can expect from young people today," he added. According to the CIA's Ask Molly feature, "the CIA's public voice since 2002," prospective US agents will also be disappointed to hear that the service rarely allows for remote work. The website says that staff "primarily work in a Sensitive Compartmented Information Facility (SCIF) to protect our information, sources, and methods from prying eyes or those who may want to harm," meaning opportunities for remote work are scarce.
Germany's spy chief, Bruno Kahl, said there are no "cracks" in Putin's system despite Russia's failures in Ukraine. The Kremlin has gone to extraordinary lengths to stifle opposition to the war in Ukraine. Kahl warned that "Russia is still capable of waging a long-range war" in Ukraine. In this kind of environment, it's difficult to get an accurate read on public sentiment toward the war in Russia. Russia was expected to easily defeat Ukraine, and its failures in the war have raised questions as to whether Putin's firm grip on power in Russia might slip.
BERLIN, May 22 (Reuters) - Calling wannabe James Bonds. Intelligence services are finding it harder to recruit staff since the pandemic as prospects want to work from home and would rather not part with their personal cell phones, the head of Germany's foreign intelligence service BND said on Monday. "Remote work is barely possible at the BND for security reasons, and not being able to take your cell phone to work is asking much from young people looking for a job," he added. Some 6,500 people work for the BND, according to its homepage. Reporting by Sabine Siebold; Editing by Lisa ShumakerOur Standards: The Thomson Reuters Trust Principles.

The headquarters of the BND, Germany’s foreign intelligence agency. U.S. and British officials fear the leak could be the worst to affect the BND in decades. A man suspected of helping leak Western intelligence on the war in Ukraine to Russian agents was detained by U.S. authorities and questioned there before being flown to Germany where he was arrested last month, according to German and U.S. officials. Named only as Arthur E., the 31-year-old suspect is currently in detention pending an investigation into possible spying and treason, according to German prosecutors.
On energy, the ministry has “completely overhauled the previous government’s Russia-friendly policy” to reduce Germany’s dependence on Russian natural gas, it said. “That tells you something.”Germany consistently underestimated the Russian threat and gave counterintelligence work a low priority, but that is changing now in the wake of the Russian invasion of Ukraine, experts and Western officials said. Last April, Berlin expelled 40 Russian Embassy employees for allegedly working for Russian intelligence services. Germany’s intelligence services failed to anticipate that Russia would invade Ukraine, a failure that has yet to be the subject of any publicly released “lessons learned” review. Such a review would show Germany is serious about altering its approach, the Western official said.

German authorities said Thursday that they have arrested a second person in connection with a high-profile espionage case that embarrassed Germany’s foreign intelligence agency. Prosecutors said the suspect, a German citizen, is accused of treason for passing secrets obtained by Carsten L., an acquaintance working at Germany’s BND spy agency, to Russian intelligence. Arthur E. was not an employee of the BND, prosecutors said. German authorities received support in their investigation from the FBI, they said. German authorities have warned of likely heightened Russian spying given the Kremlin’s stand-off with the West over the Russian invasion of Ukraine.

BERLIN, Jan 26 (Reuters) - A German citizen was arrested at the Munich airport on suspicion of treason for allegedly colluding with an intelligence service employee to pass on intelligence to Russia, the prosecutor general's office said on Thursday. The man, identified as Arthur E., was arrested on Sunday upon arriving in Germany from the United States, the prosecutor said in a statement. He is said to be an associate of Carsten L., an employee of the German foreign intelligence service (BND) who was arrested in December on suspicion of spying for Russia. Arthur E., who is not a German intelligence employee, is believed to have passed on to the Russian intelligence service information he had obtained from Carten L., according to the prosecutor's statement. German authorities have warned of likely heightened Russian spying given the Kremlin's stand-off with the West over the Russian invasion of Ukraine.
The suspected spy for Russia worked at the BND foreign intelligence agency and was remanded in custody pending the investigation. BERLIN—German authorities said on Thursday they had detained an employee of Germany’s foreign intelligence agency on suspicion of spying for Russia. The man, identified as Carsten L, was an employee of the BND foreign intelligence agency and was detained on Wednesday, the country’s general prosecutor said. A federal judge ordered on Thursday the suspect be remanded in custody pending the completion of the investigation, the prosecutor added.
Police arrested the suspect, a German citizen identified as Carsten L., on Wednesday in Berlin, the federal prosecutors office said. "The accused is suspected of state treason," federal prosecutors said in a statement. "In 2022, he shared information that he came by in the course of his work with a Russian intelligence agency. As such, the BND would not be giving out any further details on the case until federal prosecutors had concluded their investigation, Kahl added. The last time a German intelligence employee was arrested for treason was in 2014 - although then it was for betraying secrets to the U.S. Central Intelligence Agency.

Dow plunges and is back in a bear market

The Dow is now back in bear market territory, more than 20% below the all-time high it set in January. The tech-laden Nasdaq Composite sank 3.4% Thursday and has plummeted even more than the Dow and S&P in 2022. The stock market had a promising start to the quarter, soaring in July. But fears about inflation, rate hikes, rising bond yields and recession returned with a vengeance in August and September. But two popular, widely held bond funds, the Vanguard Total Bond Market Index Fund ETF (BND) and iShares Core U.S.
The S & P 500 is about 70 points below where it was at the close of the last Federal Reserve meeting on July 27. The last several Fed meetings have seen the S & P close up on the announcement day, but there's no pattern after that. After the May 4 meeting, the S & P dropped three days in a row, and after the March 16 meeting, a rally continued for several days. Corporate bond funds are also at new lows, including the Vanguard Short-Term Corporate Bond ETF (VCSH) and the iShares Investment Grade Corporate Bond ETF (LQD) . Remarkably, there have not been outflows from these funds, likely because they have strong institutional support and broad bond funds like these tend to be "sticky."
