Covert strikes by Ukraine in Sudan would mark a dramatic and provocative expansion of Kyiv’s theater of war against Moscow. Aside from a string of Ukrainian drone attacks that hit deep inside Russian territory, Ukraine’s ongoing counter-offensive has been focused on the country’s occupied east and south. A high-level Sudanese military source said he had “no knowledge of a Ukrainian operation in Sudan” and did not believe it was true. What appears to be a DJI MAVIC 3 drone can be seen in the videos filming the drone strikes. Six drone strikes targeted pickup trucks driving on Shambat bridge.

UNITED NATIONS (AP) — Central African Republic is facing a humanitarian crisis with 2.4 million people in need of assistance and the U.N.’s $534 million appeal only 36% funded, a U.N. official said Wednesday. Mineral-rich but impoverished CAR has a population of 6 million. CAR's President Faustin Archange Touadera has developed close ties to Russia and its Wagner mercenary group whose forces have served as his personal bodyguards. He said there are armed groups and security issues around CAR’s borders with Sudan, Chad and South Sudan and minefields and explosives in the west. The U.N. announced Tuesday it was giving CAR $6.5 million from its emergency relief fund.

In Africa, Wagner may stay more or less intact under new management or be subsumed by another Russian mercenary group. 'REPLACE A DEAD LEADER'After the June mutiny, Prigozhin intensified his efforts to bolster Wagner's presence in Africa. In countries where Wagner operates through an official agreement with Moscow, analysts do not expect much to change - for now. But as Wagner was there through a state-level agreement with Russia, "nothing will affect the presence of these instructors" he said.

BANGUI, July 30 (Reuters) - Central African Republic is voting on a constitutional referendum on Sunday which, if it passes, could remove a presidential term limit and allow President Faustin-Archange Touadera to run for a third term in 2025. Touadera was first elected in 2016 for a five-year term and won reelection in 2020 for what was supposed to be his final term in office. Opposition parties and some civil society groups have called for a boycott of the referendum, saying it was designed to keep Touadera in power for life. What I really want is stability for the country to progress," said Laurent Ngombe, a teacher and one of the first people to vote. London CNN —The United Kingdom government has been heavily criticized by Parliament’s Foreign Affairs Committee for underestimating the growth of Russia’s Wagner private mercenary group, despite it posing a major threat to the country’s interests. Wagner “essentially operate like a criminal mafia,” Kearns said in an interview with Sky News Wednesday. Barbara Debout/AFP/Getty Images/FILEIt also criticized the UK government for only beginning to seriously monitor the group after Russia launched its invasion of Ukraine. “It is deeply regrettable that it was not until early 2022 that the Government began to invest greater resource in understanding the Wagner Network, despite Wagner fighters having already conducted military operations in at least seven countries for almost a decade,” read the report. “The Government has not told us anything specific that it is doing to challenge the network’s influence and impunity outside of Ukraine,” the report said.

BANGUI, Central African Republic - March 23, 2023: Demonstrators carry banners in Bangui, on March 22, 2023 during a march in support of Russia's presence in the Central African Republic. Hundreds of Wagner troops were spotted last week departing from Bangui, the capital of Central African Republic (CAR), where the Kremlin-linked group has its largest and broadest overseas presence. It comes just weeks after Wagner boss Prigozhin embarked on an ill-fated rebellion in Russia, ordering his troops fighting in Ukraine to march toward Moscow. Sky News reported Friday that the Wagner personnel who left CAR had refused to sign new these contracts. "Russian instructors will continue to aid soldiers in the Central African armed forces to ensure security in anticipation of the constitutional referendum scheduled for July 30."

The government had said previously that the troops' movement was part of a rotation of forces rather a withdrawal. "They are also here to secure the constitutional referendum," the spokesperson said, declining to say how many troops had arrived. A senior CAR military official in the capital told Reuters that hundreds of troops had arrived. CAR President Faustin-Archange Touadera, who was first elected in 2016, and won reelection in 2020, turned to Russia for help to tackle the rebel groups. He is on the campaign trail for the constitutional referendum which, if passed, could remove a two-term presidential limit and enable him run again.

BANGUI, July 8 (Reuters) - The departure of hundreds of Russian Wagner troops from Central African Republic is part of a rotation of forces rather a withdrawal, a spokesperson for the CAR presidency said on Saturday. But CAR presidential spokesperson Albert Yaloke Mokpem said "it is not a definitive departure but a rotation." Several hundred Wagner troops have recently left the country, a military source told Reuters, speaking on condition of anonymity and without giving further details. Any restructuring of Wagner operations in CAR could have substantial commercial ramifications. Analysts have said Wagner received logging rights and control of a gold mine in CAR.

Mali, where military authorities seized power in coups in 2020 and 2021, is battling a years-long Islamist insurgency. It has said Russian forces there are not Wagner mercenaries but trainers helping local troops with equipment bought from Russia. In February, French President Emmanuel Macron described the deployment of Wagner Group troops in Africa as the "life insurance of failing regimes in Africa" that will only sow misery. A suspension of Wagner operations in Africa could impact the group's finances. The group has cemented strong ties with several African governments over the past decade with operations in at least eight African nations, according to leaked U.S. documents, including Mali, Central African Republic, and Libya.

BANGUI, May 30 (Reuters) - Central African Republic's President Faustin-Archange Touadera said on Tuesday he would hold a referendum in July on his intention to change the constitution and remove term limits. Touadera's allies proposed the change in May last year, arguing that presidential term limits were uncommon in many neighbouring countries. Critics and opposition parties held protests last year as the reform would allow Touadera to run again in 2025 for a third term. A presidential decree issued later on Tuesday said the referendum would start on July 15 and end on July 28. The proposed reform echoes constitutional and other legal changes that have allowed presidents in several other African countries - including Rwanda, Congo Republic, Ivory Coast and Guinea - to stay in office.

The Chinese embassy in the Central African Republic had a stark warning for its compatriots in the landlocked nation: Do not leave the capital city of Bangui. Kidnappings of foreigners were on the rise, and any Chinese person outside of Bangui was to leave those areas immediately. Less than a week later, on March 19, a group of gunmen stormed a remote gold mine far away from Bangui and killed nine Chinese workers. The Central African government has said that it investigated the massacre and concluded that a leading rebel group had orchestrated it. The investigation has left a trail of unanswered questions about the motives and methods of the attackers.

BEIJING, March 20 (Reuters) - China's embassy in the Central African Republic has urged its citizens to avoid travelling outside the capital, Bangui, after a report that nine Chinese nationals were killed in an attack by militants at a gold mine outside the city. Chinese President Xi Jinping has called for "severe punishment" of the perpetrators in accordance to the law, and said the safety of Chinese citizens must be ensured, the Chinese foreign ministry said in a statement on Monday. The security risk level in the Central African Republic, apart from the capital, was "red", or very high, the Chinese foreign ministry added. The ministry said it would work with governments and guide Chinese embassies and consulates to take further effective measures to fully safeguard Chinese citizens and enterprises in Africa. There have been several attacks on Chinese nationals abroad in recent months, prompting embassies to issue warnings and safety alerts and conduct evacuations.

"I didn't know who are you," wrote the person who is listed in the corporate directory as Prigozhin's media liaison.
Dec 16 (Reuters) - The head of a Russian private militia accused France of attempting to assassinate the head of a Russian representative office in the Central African Republic, who was seriously injured on Friday after opening a mail bomb. Yevgeny Prigozhin, founder of the once-secretive Russian private military contractor Wagner Group, which has supported Central African Republic's (CAR) army since 2018 but gained wider attention with its role in Russia's war in Ukraine, blamed France for the attack. He said he had asked Russian Foreign Ministry to open the procedure for declaring France a state sponsor of terrorism. Prigozhin called Syty "a patriot of Russia and the Central African Republic". Last year, a United Nations report said Russian military instructors and local troops in the Central African Republic had targeted civilians with excessive force, indiscriminate killings, occupation of schools and large-scale looting.
An unknown aircraft dropped bombs near a Wagner Group base in the Central African Republic. The Wagner Group is a Kremlin-linked private military contractor founded by Yevgeny Prigozhin, a close ally of Russian President Vladimir Putin. Specifically, in the Central African Republic, the Russian fighters work with the country's military. The International Crisis Group, a non-profit think tank, says up to 2,000 Wagner fighters are in the country and have helped to combat rebel groups. Additionally, Wagner fighters have been accused of atrocities in other African nations — like killing hundreds of civilians in Mali or committing war crimes in Libya.
