MANILA, Philippines (AP) — The United States and the Philippines have signed a nuclear cooperation pact under which U.S. investment and technologies are to help the Southeast Asian nation transition to cleaner energy and bolster its power supply. He said the pact, known as a Section 123 agreement, would support the development of reliable, affordable and sustainable power in the Philippines. It will also open doors for U.S. companies to invest and participate in nuclear power projects, he said. With its peak energy demand expected to quadruple by 2040, nuclear energy will help it meet its needs in a sustainable way, he said. The United States has 23 Section 123 agreements in force that govern peaceful nuclear cooperation with 47 countries, the International Atomic Energy Agency and Taiwan.

President Biden just signed an executive order regarding the development and use of AI technology. The broad executive order touches on more than a dozen possible uses of AI and generative AI that already are, or could in the future, directly impact people's lives. Circuit Court of Appeals found that the U.S. Nuclear Regulatory Commission lacked the authority under federal law to issue permits for private, temporary nuclear waste storage sites. Circuit Judge James Ho, writing for the court, agreed with Texas that the Atomic Energy Act does not give the agency the broad authority "to license a private, away-from-reactor storage facility for spent nuclear fuel." Abbott opposed the plan, saying he would not let Texas become "America's nuclear waste dumping ground." The plan for a temporary facility was devised in order to address a growing nuclear waste problem in the United States. The Andrews County site was chosen after efforts to build a permanent storage facility in Nevada fell apart amid fierce local opposition.

CNN —The US has sensitive nuclear technology at a nuclear power plant inside Ukraine and is warning Russia not to touch it, according to a letter the US Department of Energy sent to Russia’s state-owned nuclear energy firm Rosatom last month. The Energy Department warned Rosatom in the letter that it is “unlawful” for any Russian citizens or entities to handle the US technology. The Energy Department’s National Nuclear Security Administration told CNN in a statement that the letter is authentic. “The Department of Energy’s National Nuclear Security Administration can confirm that the letter is legitimate,” said Shayela Hassan, the deputy director of public affairs for the National Nuclear Security Administration. She added: “The Secretary of Energy has the statutory responsibility for authorizing the transfer of unclassified civilian nuclear technology and assistance to foreign atomic energy activities.
