Aslan Bzhania, the self-styled president of Russian-backed Abkhazia, said an agreement had been signed for a permanent naval base in the Ochamchira region. Erdogan, who has led Turkey since 2003, said following the disaster that building standards have improved under his watch. Among those arrested as part of the Trend Garden probe is Engin Aslan, according to the government officials. Corporate records show he is the majority owner of a Turkish company that, according to land registration documents, owns the building. A spokesperson for the Yesilyurt district municipality, where Trend Garden was located, declined to comment about the building’s registration history.

Her 23-year-old daughter, Zeyna, was staying in a friend’s apartment inside when two earthquakes hit Turkey earlier this month. She hasn’t been seen since. About 80 people who were believed to be in the collapsed apartment complex, the Ronesans Residence, are still missing, relatives said. Rescue operations at the site have given way to reconstruction, with large excavating machines clearing away the rubble.
