The Commerce Department, which oversees export policy, added a total of 28 firms, including some Finnish and German companies, to a trade blacklist, making it harder for U.S. suppliers to ship them technology. The investigation found that Hong Kong-based exporter Asia Pacific Links Ltd. has been among the most important suppliers to Russia's drone program. The firm, along with import company SMT iLogic, were the target of an earlier round of U.S. sanctions in May. The United States has aggressively used a trade blacklist known as the entity list to target China's tech sector and attempt to stymie Russia's war in Ukraine.

Another six Chinese entities were added for allegedly procuring aerospace parts for the Iran Aircraft Manufacturing Company that are used to make drones used by Iran to attack oil tankers in the Middle East and by Russia in Ukraine, according to the Commerce Department. The United States has aggressively used a trade blacklist known as the entity list to target China's tech sector and attempt to stymie Russia's war in Ukraine.

A spokesman for the European Commission on Monday confirmed the proposal was sent out to member states and aimed at closing loopholes in Russia trade restrictions but declined to give detail. In what would be the EU's 11th package of sanctions against Russia since it invaded Ukraine in February, 2022, the bloc would introduce a new mechanism to cut its exports to third countries seen as involved in bypassing Russia sanctions. "It will be an empty vessels for now that can then be filled up as needed," said one EU diplomat. "The analysis... shows a sharp drop in direct exports from the EU to Russia following the introduction of sanctions in March 2022. "Both patterns are particularly pronounced for product groups partially or fully subject to the EU sanctions as well as goods that are similar to the sanctioned ones," the EBRD said.

May 7 (Reuters) - The European Union has proposed sanctions on Chinese companies accused of selling equipment that could be used in weapons to support Russia's war machine, the Financial Times reported on Sunday. Seven Chinese businesses have been listed in a new package of sanctions that will be discussed by EU member states this week, the report said, citing a copy of the sanctions list seen by the FT. According to the FT, the sanctions list includes two mainland Chinese companies, 3HC Semiconductors and King-Pai Technology, along with five from Hong Kong including Sinno Electronics, Sigma Technology, Asia Pacific Links, Tordan Industry and Alpha Trading Investments. Some companies like King-Pai Technology have already been placed under sanctions by the United States, which said it was a China-based supplier for multiple entities in Russia's military-industrial complex. The Special Technology Centre did not respond to a written request for comment. Russia's Ministry of Defence did not respond to questions from Reuters about the impact of sanctions and its relationship to the Special Technology Centre. Reached by phone, Alexey Terentyev, a top scientist and major shareholder at the Special Technology Centre, said the war has forced it to focus on making drones. Those corporate records show iLogic is based at the same St Petersburg office address as the Special Technology Centre. In a brief telephone interview, Roman Agafonnikov, chief executive officer of the Special Technology Centre, said he didn't know anything about iLogic.
