A former software engineer at Google has been charged with stealing artificial intelligence technology from the company while secretly working with two companies based in China, the Justice Department said Wednesday. "The theft of innovative technology and trade secrets from American companies can cost jobs and have devastating economic and national security consequences." Within weeks of the theft starting, prosecutors say, Ding was offered the position of chief technology officer at an early-stage technology company in China that touted its use of AI technology. The indictment says Ding traveled to China and participated in investor meetings at the company and sought to raise capital for it. Three days later, Google officials learned that he had presented as CEO of one of the Chinese companies at an investor conference in Beijing.

The home of U.S. Steel’s largest mill, Gary churned out the product that built America’s bridges, tunnels and skyscrapers. The city reaped the rewards, with a prosperous downtown and vibrant neighborhoods. Gary’s smokestacks are still prominent along Lake Michigan’s sandy shore, starkly juxtaposed between the eroding dunes and Chicago’s towering silhouette to the northwest. More than 10,000 buildings sit abandoned, and the population of 180,000 in the 1960s has dropped by more than half. As U.S. Steel stands at a crossroads — a planned acquisition would put it under foreign control — so does the city that was named for the company’s founder and helped build its empire.

American companies like Google , Microsoft , and OpenAI are currently driving the cutting edge of generative artificial intelligence development across the globe. However two of U.S.'s top national security leaders said that AI lead is under attack from foreign cybercriminals and nation-states like China. "Eighteen of the 20 most successful AI companies in the world are American," FBI Director Christopher Wray told CNBC's Morgan Brennan during a CNBC CEO Council virtual roundtable on Tuesday. "Generative AI, in the world of cyberattacks, is what I would describe as taking kind of junior varsity athletes and making them varsity," Wray said. But while much of the discussion around AI in the cybersecurity space has centered on how AI is enhancing both attackers and defenders, Wray said the FBI is also focused on "defending American AI [research and development], American innovation in AI."

CNN —The top two lawmakers on the US Senate’s space and science subcommittee are pushing federal regulators to accelerate the approval of commercial space launches, arguing that the current pace could cost the United States its edge in the new space race. ‘Keeping pace with industry demand’The FAA’s Office of Commercial Space Transportation is responsible for protecting public safety while simultaneously greenlighting a growing number of commercial space launches, which have quadrupled in just four years. The FAA has already licensed 104 launches this year, compared to 26 launches in 2019. We cannot be our own worst enemy when it comes to beating China to the moon and Mars,” Schmitt told CNN. The senators are now asking Coleman to respond to several questions, including what additional resources he may need to accelerate the launch licensing process, by November 28.

The EPA also issued a proposal that aims to improve how HFCs are managed and reused, setting requirements for repairing leaky equipment, rules for using reclaimed HFCs and leak detection rules for large refrigeration equipment. The two regulatory actions come after the EPA issued a final rule in July phasing down the use of HFCs by 40% below historic levels from 2024 to 2028. The Senate voted 69-27 in September last year to ratify the global Kigali amendment to the Montreal Protocol that calls for the phase-down of HFCs. Many Americans, even once-ardent proponents of globalization, have soured on trade with China. But there is a growing danger that as the United States tries to address its difficulties with China, it will pull back too far, severing economic ties that benefit American families and contribute to global peace and prosperity. Soybean farmers in the Upper Midwest sold a record $16.4 billion of their beans to China, mostly for pig feed. Hundreds of millions of Chinese have come out of poverty thanks to global trade, and have become consumers of U.S. goods and services. Amid the harsh talk, the dollar value of American trade with China — Americans buying Chinese products and the Chinese buying American products — rose to a record in 2022.

REUTERS/Go Nakamura/File photo Acquire Licensing RightsWASHINGTON, Sept 13 (Reuters) - A federal moratorium on commercial spaceflight safety regulations should be extended to support more innovation in the space sector, U.S. The fast-growing sector since 2004 has been shielded from federal safety regulations by what is widely called a "learning period." "Now is not the time to impose new regulations on commercial space," Cruz said, speaking on the sidelines of an industry conference in Washington. The moratorium, established by the Commercial Space Launch Amendments Act of 2004, was most recently extended in 2015. The law requires private space companies that send humans into space to have passengers sign "informed consent" documents acknowledging the absence of federal safety regulations.

That effort escalated last month when the SEC sued crypto exchanges Coinbase and Binance for failing to register some crypto tokens. Most crypto companies dispute the SEC's jurisdiction. It would expand the Commodity Futures Trading Commission's (CFTC) oversight of the crypto industry, while clarifying the SEC's jurisdiction. With Democrats' support, the bill could have a shot in the Senate. McHenry and Thompson are discussing the proposal with crypto companies, regulators and Democrats, and hope the committees will vote on it before the August recess, senior Republican policy staff said.

It has become so thoroughly associated with legitimate government that even dictatorships such as China and Russia operate faux legislatures.

US House Republicans unveil broad package of tax cuts

Three related bills were introduced on Friday with the goal of moving the legislation through the House Ways and Means Committee next week. Democrats already were focusing on whether the tax legislation could add to the ballooning federal debt. Representative Richard Neal, the panel's senior Democrat, said Republicans were "laying the groundwork for even bigger cuts in 2025" when provisions of the 2017 tax law expire. Republicans, who control the House, introduced the proposals days after Biden, a Democrat, signed into law legislation Republicans sought to begin addressing the rapidly-growing debt with about $1.3 trillion in spending cuts. Other provisions include an expansion of tax benefits for small start-up enterprises to "S Corporations," while eliminating some "red tape" that small businesses experience related to contract workers.

President Biden vetoed legislation on Tuesday that would have reinstated tariffs on solar panels from Chinese companies in Southeast Asia that had been found to be imported into the United States in violation of trade rules. The Senate narrowly passed the resolution this month, with several key Democrats supporting the measure, in a sharp rebuke to Mr. Biden. The president announced a two-year pause on the tariffs last year after importers complained that the penalties would threaten broader adoption of solar energy in the United States. “Passage of this resolution bets against American innovation,” Mr. Biden said in a statement on Tuesday. Critics said the suspension on tariffs failed to defend American workers and solar manufacturers, who have pushed the administration to block the importing of cheap products.
A person who works with the group, American Edge Project, told CNBC that the $34 million was from Facebook. A Meta spokesman declined to comment and referred CNBC to American Edge instead. The person who works with American Edge told CNBC that the $4 million was also entirely from Facebook. American Edge launched a wave of TV and digital ads from late 2020 through 2021, taking on antitrust proposals. American Edge spent over $5 million between TV and digital ads in 2021, according to data from AdImpact.
Fitzpatrick is among a group of powerful Republican state leaders who have waged similar fights against environmentally conscious investing as they held personal investments in, or saw political support from, the fossil fuel industry. Some of the state officials have received campaign donations from fossil fuel companies or their executives. "He has never 'had private briefings tied back to the fossil fuel industry' nor does he personally direct or execute trades himself. Hegar co-signed an open letter in 2021 with other state financial officers that was addressed to the U.S. banking industry and defended the fossil fuel industry. He also co-signed the 2022 letter to Biden from a slate of other state financial officers defending the fossil fuel industry.
You might not know this, but Goldilocks and the Three Bears is actually a story about the debate currently surrounding regulation of the blockchain and crypto industries. The agency nearly doubled the size of its crypto assets enforcement unit last May. Many in the crypto industry want this "regulation by enforcement" to stop. It's as much of a trellis for good plants as it is a weed killer. Reps. Jim Jordan, R-Ohio, and Ken Buck, R-Colo., are seen during a House Judiciary Committee markup in Rayburn Building on Wednesday, May 8, 2019. The GOP also doesn't want to give the Biden administration more power and resources, House Judiciary Chairman Rep. Jim Jordan, R-Ohio, told CNBC in a separate interview. "We just felt that Thomas Massie was a good fit with how we were structuring the Judiciary committee. While the tech companies may be spared costly new regulations that threatened to break them apart — for now — the industry may not be totally safe from scrutiny on Capitol Hill. Though it passed through the Senate Judiciary Committee and similar legislation advanced out of the House Judiciary Committee, it didn't get to the floor of either chamber for a vote.
The fate of that corporate tax policy, supported by many Democrats, had been linked to the Democratic Party's desire for a deal on the child tax credit . But House and Senate members are getting ready to reintroduce legislation on the R&D tax credit. Indexing the child tax credit to inflation would also be a matter of tax policy that both parties might agree on as a way to enshrine future increases in law. But there's still the divide on the corporate tax priorities and child tax credit, and at a basic level, getting a bipartisan tax bill through the House and Senate and to the White House is always challenging. Many companies were surprised that the R&D tax credit did not get extended in the late year legislative package because it had so much bipartisan support.
"I'm committed to work with China where we can advance American interests and benefit the world," Biden said. "But make no mistake about it: as we made clear last week, if China threatens our sovereignty, we will act to protect our country. Investing in American innovation, in industries that will define the future, that China intends to be dominating," Biden said. Democrats have joined Republicans in demanding more information about the balloon and the Biden administration's policy toward the government in Beijing. We built a global coalition," Biden said, vowing to stand with Ukraine "as long as it takes."
But in fast-tracking the bill, Congress can’t help but draw attention to its notable lack of progress on regulating American tech giants more broadly — despite years of reports, hearings and proposed legislation. Washington finds a different tech villainThe tech industry’s largest players have faced a kitchen sink of allegations in recent years. The central allegation against TikTok is that the company poses a potential national security risk. But earlier this year, it acknowledged that China-based employees can access TikTok user data and declined to commit to cutting off those data flows in general. “We’re disappointed that Congress has moved to ban TikTok on government devices—a political gesture that will do nothing to advance national security interests—rather than encouraging the Administration to conclude its national security review,” said Brooke Oberwetter, a TikTok spokesperson.
