June 6 (Reuters) - The state of Florida on Tuesday acknowledged a role in sending two flights of migrants to California, saying all of them traveled voluntarily. California officials have reported two such flights arriving without warning in the capital Sacramento in recent days, and said the migrants carried documents indicating their transportation involved the state of Florida. The migrants apparently never passed through Florida, but were moved from Texas to New Mexico and then flown to Sacramento. Advocates who aided the migrants in California said the first group was dropped at the doorstep of the Roman Catholic Diocese of Sacramento. They also said the migrants reported being unaware of where they were being taken and had been promised jobs.

After days of silence, officials in Florida confirmed on Tuesday that the administration of Gov. Ron DeSantis had orchestrated two recent charter flights that carried groups of migrants from New Mexico to Sacramento. The flights had generated an immediate outcry from leaders in California, who promised to initiate criminal and civil investigations, saying that the migrants had been deceived into boarding the planes. On Twitter, California’s governor, Gavin Newsom, suggested that “kidnapping charges” were warranted against those responsible for the flights, on Monday and last Friday. “Through verbal and written consent, these volunteers indicated they wanted to go to California,” Ms. Collins wrote.

Many Florida residents woke up to a screeching alarm around 4:45 a.m. on Thursday, after an early morning test of the emergency alert system blared from their cellphones. The Florida Division of Emergency Management, which coordinates and manages alert systems for emergencies such as hurricanes and other disasters, apologized for the notifications in a statement. “The division understands that unexpected 4:45 a.m. wake-up calls are frustrating and would like to apologize for the early morning text,” Alecia Collins, a spokeswoman for the agency, said in an email.
