CNN —The US military completed its withdrawal from Niger on Sunday, US Africa Command announced in a news release. The US had previously said that the withdrawal would be complete by September 15. The withdrawal comes months after Niger’s military government — which took power in a coup in 2023 — ended an agreement signed with the US that allowed military personnel and civilian staff from the Department of Defense to operate in Niger. A Niger military spokesman said in March that the agreement “is not only profoundly unfair in its substance but it also does not meet the aspirations and interests of the Nigerien people.”The announcement was made just days after a US delegation visited Niger in March. Those concerns were only furthered when, weeks after Niger announced the end of its military agreement with the US, Russian forces were operating out of the same military base as US troops in the country.

The U.S. military turned over control of its last base in Niger to local forces on Monday, ending a yearslong counterterrorism mission in the West African country even as violent extremism remains on the rise in the region. A group of U.S. troops boarded an Air Force cargo plane and flew out of a $110 million air base in central Niger that was built with Pentagon money, among the last of 1,000 personnel that Washington had agreed to pull out by Sept. 15. A small number of troops will remain at the United States Embassy for a short time to wrap up administrative details, officials said. “The withdrawal of U.S. forces and assets from Air Base 201 in Agadez is complete,” the Pentagon’s Africa Command said in a statement, referring to the installation in central Niger. “The effective cooperation and communication between the U.S. and Nigerien armed forces ensured that this turnover was finished ahead of schedule and without complications.”

CNN —Russia has delivered military equipment to Niger that will provide the African country with the “latest generation of anti-aircraft defense systems,” Nigerien state broadcaster RTN said Thursday. The equipment arrived in Niamey on Wednesday along with 100 Russian military instructors who will install the system and train Nigerien soldiers to use it, RTN added. The intensifying military cooperation between Russia and Niger is central to the dispute between the US and the Nigerien junta, officials said. The country’s government, friendly to Europe, outlawed migration out of Agadez, and in exchange the European Union poured hundreds of millions of dollars into Niger’s coffers and the local economy. WASHINGTON (AP) — The United States on Tuesday formally declared the ousting of Niger's democratically-elected president a coup d'etat, more than two months after mutinous soldiers seized power. The coup designation comes with the suspension of counterterrorism assistance and military training as well as the pausing of certain foreign assistance programs worth hundreds of millions of dollars. Under U.S. law, a formal determination of a coup — the unconstitutional overthrow of a democratically elected government — typically results in a suspension of all non-humanitarian assistance, particularly military aid and cooperation, to the country concerned. The bases are a critical part of America’s overall efforts in West Africa and Niger, hosting more than 1,000 troops in the country. While a sizeable footprint remains in the country, those troops are not conducting either partnered training or counterterrorism missions, administration officials said, raising questions as to why they were staying.

Ultimately, as many as half of the 1,100 troops stationed in Niger could be pulled from the country, two officials said. A final decision to withdraw troops from Niger has not yet been made, the officials said, and the number of troops that could leave has not been determined. But a transfer of troops from one base to another could compel the military to pull some troops from Niger. The removal of some troops from Niger could start in the coming weeks, one official said, and the pace at which it happens depends on conditions on the ground. After the coup, the United States paused certain foreign assistance programs for Niger and military training has been on hold. "The leaders of this attempted coup are putting Niger's security at risk, creating a potential vacuum that terrorist groups or other malign groups may exploit," the official said. The United States has been pressing for a diplomatic resolution of the crisis that erupted on July 26 when Niger military officers seized power, deposed President Mohamed Bazoum and placed him under house arrest.
