MOSCOW Reuters —President Vladimir Putin warned the West on Wednesday that Russia could use nuclear weapons if it was struck with conventional missiles, and that Moscow would consider any assault on it supported by a nuclear power to be a joint attack. The 71-year-old Kremlin chief, the primary decision-maker on Russia’s vast nuclear arsenal, said he wanted to underscore one key change in particular. Russia reserved the right to also use nuclear weapons if it or ally Belarus were the subject of aggression, including by conventional weapons, Putin said. Putin said the clarifications were carefully calibrated and commensurate with the modern military threats facing Russia – confirmation that the nuclear doctrine was changing. Russia’s current published nuclear doctrine, set out in a 2020 decree by Putin, says Russia may use nuclear weapons in case of a nuclear attack by an enemy or a conventional attack that threatens the existence of the state.

Russia's military is advancing on the battlefield in Ukraine, but at home the Kremlin appears to have suffered a number of fiery setbacks that are captured in new satellite imagery: A failed test of a new missile, and a wave of Ukrainian strikes that set ablaze arms depots deep inside the country. “I think that we are closer to the peace than we think,” Ukrainian Zelenskyy said in an interview with ABC News that aired Monday. We just have to be very strong, very strong,” he said. The Ukrainian military said Saturday it had recorded fire and detonation at the Oktyabrsky depot. President Joe Biden will address the United Nations General Assembly for the final time as commander in chief Tuesday morning amid the spiraling conflict in the Middle East, Russia’s ongoing war in Ukraine and growing global concerns about China’s influence. A month and a half into its offensive into Russia’s western Kursk region, the Ukrainian Army faces difficult decisions over where best to commit its limited forces. Moscow’s troops have begun counterattacking in the area, reclaiming a few villages and threatening Ukraine’s ability to hold onto the territory it has seized. At the same time, Ukraine and Russia are engaged in air assaults, targeting each other’s military bases and energy infrastructure as each side tries to degrade the other’s capacity to sustain the war effort. A grueling manhunt for the suspect wanted in a highway shooting spree stretched into its fifth day as authorities said they believe he retreated deep into a forested swath of southeastern Kentucky with no indication he has fled elsewhere. “There’s so many people that have eyes on this investigation around the world that now we should have gotten a pretty good tip that he exited the woods,” Pennington told reporters 72 hours into the operation. American lawmakers have passed a bipartisan bill that could eventually lead to the shuttering of Hong Kong's U.S.-based trade offices, drawing strong condemnation from the Chinese-ruled city and Beijing. The legislation, the Hong Kong Economic and Trade Office Certification (HKETO) Act, was passed by the U.S. House of Representatives with overwhelming support on Tuesday. If it passes the Senate and is signed into law, HKETO would require the U.S. secretary of state to annually review the "privileges, exemptions and immunities" granted to Hong Kong's Economic and Trade Offices. Beijing strongly condemned the act's passing on Wednesday, accusing the U.S. of politicizing normal economic cooperation and attempting to contain Hong Kong's development. The remarks echoed a statement from the Hong Kong government that decried the U.S. for twisting facts, violating international laws and norms, and grossly interfering in the affairs of Hong Kong.

Mohacs, Hungary/Prahovo, Serbia Reuters —The wrecks of explosives-laden Nazi ships sunk in the Danube River during World War II have emerged near Serbia’s river port town of Prahovo, after a drought in July and August that saw the river’s water level drop. The vessels revealed in Prahovo were among hundreds scuttled along the Danube by Nazi Germany’s Black Sea fleet in 1944 as they retreated from advancing Soviet forces, destroying the ships themselves. The wrecks can hamper river traffic during low water levels. During floods, the Danube rises well above 6 meters (19.7 feet). Long-awaited rainfall set in on Monday, which is expected to raise Danube levels to around 3 meters (9.8 feet) at Mohacs by the weekend, with the river likely to submerge the shipwrecks again.
