(AP) — Offshore wind power company Orsted is trying to get out of a $300 million guarantee it agreed to pay New Jersey in the event it failed to build its first wind farm off the state's coast. Last Tuesday, the Danish firm scrapped its Ocean Wind I and II projects in southern New Jersey, saying the projects were no longer financially feasible. It also was obligated to pay an additional $200 million toward the development of the offshore wind industry in New Jersey. Orsted wrote off $4 billion last week, due largely to costs associated with the cancellation of its two New Jersey projects. New Jersey still has several other offshore wind projects in various stages of development, with four new proposals submitted in August alone.

The Yellen-He talks set for Thursday and Friday come ahead of the start of the Asia-Pacific Economic Cooperation summit in San Francisco which starts November 11. Xi similarly met with Blinken in June when the secretary of State traveled to Beijing for talks with Wang. Yellen is expected to amplify the message on climate during her talks with He in San Francisco. Critics, including the Biden administration, say China’s projects often create massive debt and expose nations to undue influence by Beijing.

CNN —A wave of departures by election officials in key states risks adding new stress to the nation’s election system ahead of next year’s presidential contest, voting rights groups and several state election chiefs warn. The growing alarm over the resignations and retirements comes as officials say election workers continue to face a barrage of threats and harassment and partisan interference in their duties, first ignited by false claims of a stolen White House election in 2020. In King County, Washington – which includes Seattle – Julie Wise, the county election director, recalled receiving a letter over the summer with a rant about elections. Election watchdogs say more action is needed – including boosting federal funding and extending a federal law that criminalizes the release of restricted personal information about federal workers to cover election officials. Retail sales, which are adjusted for seasonality but not inflation, grew 0.7% in September from the prior month. Factoring in September’s 0.4% rise in consumer prices, inflation-adjusted retail sales were up 0.3% last month. From a year earlier, retail sales and food services spending were up 3.8% in September, the strongest annual gain since February. Gavin Newsom has vetoed a bill to require human drivers on board self-driving trucks, a measure that union leaders and truck drivers said would save hundreds of thousands of jobs in the state. Lorena Gonzalez Fletcher, head of the California Labor Federation, said driverless trucks are dangerous and called Newsom's veto shocking. Businesses say self-driving trucks would help them transport products more efficiently.
