At present, merchants pay large card issuers such as JPMorgan Chase and Bank of America 21 cents plus 0.05% of the transaction amount, which is the level set by the Fed in 2011. The Fed can lower the cap if it determines the costs for processing debit-card payments are declining, but it had never previously done so.

Photo: Andrew Harrer/Bloomberg NewsWASHINGTON—Top U.S. banking regulators struggled for more than five years to update anti-redlining rules aimed at making banks lend more in lower-income communities. On Tuesday, they are completing a revamp of them for the era of online banking. The 1977 Community Reinvestment Act sought to end banks’ historical practice of denying or limiting financial services in minority neighborhoods. The current rules, which are nearly 30 years old, generally require banks to serve everyone in the communities surrounding their branches, including lower-income people.

CNBC's Jim Cramer said investors shouldn't read too much into Monday's stock moves, suggesting more important information to guide strategy will come later in the week. "What should matter to you is how individual companies are doing, and today we had nothing that smacks of actual fact about what stocks are going to do," Cramer said. Cramer suggested that bond yields pulled back from their highs because of prominent hedge fund manager Bill Ackerman's Monday post on X, formerly known as Twitter. To Cramer, this kind of move is not something investors should hedge their bets on. Cramer recommended investors focus on their stocks' earnings reports and whether they can perform well when interest rates are high and there's tension in the Middle East.
