The training camp and games will take place at the Videotron Centre, a venue that opened in 2015 with the goal of one day being home to an NHL team. "I know how passionate Quebec City fans are about the game," Kings President and Hockey Hall of Famer Luc Robitaille said in a news release. The Nordiques were founded in 1972 and played in the World Hockey Association before joining the NHL in 1979. Canada's seven NHL teams earn ticket and concession revenue in Canadian dollars while salaries are paid in U.S. dollars.

NHL Commissioner Gary Bettman said in an ESPN report on Wednesday that the league wants to prioritize protection but added that players have the right to make decisions for themselves. The English Ice Hockey Association (EIHA), which is the sport's governing body in England and Wales, said this week the safety of players must take precedence above all else and made neck guards mandatory from Jan. 1 for all on-ice activities. The EIHA did not make neck guards mandatory with immediate effect due to anticipated supply issues but made a "strong recommendation" that players at all levels across English Ice Hockey start using a neck guard. The NHLPA also educates players each year on the benefits of wearing the cut-resistant equipment so they can make informed equipment choices.

The NHL had instituted the ban via a league-wide memo sent to its 32 teams ahead of the 2023-24 regular season, drawing criticism from players, fans and a number of prominent organizations. "After consultation with the NHL Players' Association and the NHL Player Inclusion Coalition, players will now have the option to voluntarily represent social causes with their stick tape throughout the season," the NHL said in a statement on Tuesday. The decision by the NHL comes three days after Arizona Coyotes defenseman Travis Dermott became the first player to defy the ban with colourful tape wrapped around the shaft of his stick during his team's home opener.
