UNITED NATIONS (AP) — Nine members of the United Nations Security Council condemned “indiscriminate” airstrikes by Myanmar's military against civilians before an envoy briefed the council Monday as part of regional efforts to implement a peace plan that has so far been largely ineffective. Before the council meeting, nine of the 15 council members stood before reporters to support a statement read by Britain’s U.N. The United States pushed for an enforceable Security Council resolution to prevent Myanmar from getting jet fuel, the council diplomat said. According to the council diplomat, China, which has close ties to Myanmar, emphasized the need to give ASEAN's efforts time and space. Russia, which also has links to Myanmar, reiterated that the council shouldn’t be interfering in the country’s internal affairs.

The ASEAN leaders' statement on Myanmar stressed the desire to work with the generals to end the country's crisis, especially in the context of the five-point plan which Myanmar accepted in 2021 but has largely failed to implement. Myanmar has been racked by violence since 2021, when the military seized power from a largely elected government and unleashed a deadly crackdown on opponents. But the junta, an opposition "shadow government" and rebel militias all refuse to compromise on their respective conditions to start even informal talks, said three sources, including two diplomats, familiar with the matter. The prime minister of East Timor, a former Portuguese colony bordering Indonesia that is seeking ASEAN membership, stressed the need to restore order in Myanmar. "We also have the obligation to push ASEAN and the international community to create peace in Myanmar," Taur Matan Ruak said. BANGKOK, April 26 (Reuters) - Government and think-tank representatives from Myanmar and its neighbours, including India and China, held talks in New Delhi on Tuesday as part of a secretive effort to de-escalate a bloody crisis in the army-run Southeast Asian nation, two sources said. One of the sources said participants were interested in bringing into the process Myanmar's shadow National Unity Government (NUG), an organisation affiliated with the resistance and declared "terrorists" by the junta. "The neighbouring countries' perspective needs to be taken into account," said the source, "For them, the foremost priority is the de-escalation of the violence." ASEAN has barred the junta from attending until they implement the plan, which has infuriated the generals. "This effort will not supplant ASEAN," the second source said of the ongoing talks, "This will only complement."

Indonesia's Foreign Minister Retno Marsudi met with Chinese counterpart Qin Gang in Jakarta, ahead of a round of negotiations on the code starting in March. Qin added that China and ASEAN will jointly safeguard peace and stability in the strategic trade corridor, through which about $3.4 trillion of goods pass each year. China would work with ASEAN countries to accelerate consultations on the code, he said. Beijing claims much of the South China Sea and has built islands from which it is capable of deploying advanced weaponry. China and ASEAN countries agreed in 2002 to work towards creating a code of conduct and it was 15 years before moves were underway to create a framework for negotiations.

JAKARTA, Oct 27 (Reuters) - Southeast Asian foreign ministers began meeting in Jakarta on Thursday to discuss how to kick-start a stalled peace process in military-ruled Myanmar, where dozens have been killed in recent weeks as violence escalated. The meeting at the secretariat of the Association of Southeast Asian Nations (ASEAN) in the Indonesian capital will not be attended by any representatives from Myanmar. Myanmar had been invited to send a non-political representative to the meeting in Indonesia, but the junta did not agree, according to the host government. There was also interest among some ASEAN members to seek quiet negotiations with the junta, the source said. Oct 26 (Reuters) - The Association of Southeast Asian Nations (ASEAN) is gravely concerned about an escalation of violence in Myanmar and is calling for restraint and an immediate cessation of fighting, the bloc's chair Cambodia said. "We are deeply saddened by the growing casualties, and the immense suffering that ordinary people in Myanmar have endured," said the statement. "We, therefore, strongly urge utmost restraint and immediate cessation to violence," said the statement, which called for all parties to pursue dialogue. ASEAN is leading diplomatic efforts to bring peace to Myanmar but the junta has done little to implement the "consensus", which committed to an immediate halt to violence and the start of dialogue towards a peace agreement. A group of 457 Myanmar civil society organisations have called in an open letter for ASEAN leaders to scrap the peace plan it agreed with the military and instead work with civilian leaders and a shadow government.
