Cfoto | Future Publishing | Getty ImagesEurope's top car giants appear to be increasingly concerned about the prospect of massive fines, particularly as electric vehicle demand falters ahead of the next tightening of carbon regulations. "The fines are massive actually. "Manufacturers are pretty much focused on conventional hybrids and ICE vehicles because they are much more profitable," ING's Luman said. Pooling refers to the process in which car manufacturers team up to be considered as one entity when calculating their performance against a CO2 emissions target. Not everyone is convinced that the sales challenge that Europe's car industry faces constitutes an industry-wide crisis.

REUTERS/Abdul Saboor/File Photo Acquire Licensing RightsLONDON, Nov 21 (Reuters) - New car sales in the European Union rose 14.6% in October, boosted in part by a big jump in sales of fully electric cars, while hybrid electric vehicles accounted for nearly three of every 10 vehicles sold in the economic bloc. Sales of fully electric cars rose 36.3% from a year earlier and full hybrid sales were up nearly 39% as the EU recorded its 15th consecutive month of sales growth, the European Automobile Manufacturers Association (ACEA) said on Tuesday. The ACEA said fully electric cars made up 14.2% of sales in October, overtaking sales of diesel cars for the third time. For the ten months through October, sales of fully electric cars were up 53.1%. Oct 20 (Reuters) - New car sales in the European Union rose 9.2% in September, helped by a jump in sales of electric and hybrid vehicles, which together accounted for more than half of car sales last month, industry data showed on Friday. Together, fully-electric cars, plug-in hybrids and full hybrids accounted for just over 50% of sales, the data showed. As recently as 2015, diesel vehicles comprised more than 50% of new car sales in the EU. Car sales in Europe have been steadily recovering from pandemic-related supply chain problems, most notably a global shortage of semiconductor chips. Despite 14 straight months of growth, car sales for the first nine months of 2023 remain 20% below the same period in 2019 before the pandemic.

The Society of Motor Manufacturers and Traders (SMMT) said those same rules will also add 3,600 pounds to the average British-built EV sold in Europe. Automakers and industry groups like the SMMT have called for a three-year delay to implementing the rules of origin. The European Automobile Manufacturers' Association (ACEA) has said the rules could cost carmakers up to 4.3 billion euros ($4.53 billion) in tariffs and hit output. In June, Stefan Fuehring, a European Commission official overseeing the post-Brexit EU-UK trade agreement, said the EU rules of origin were "fit for purpose" and that the bloc was not considering changing them.

Fully-electric models made up 21% of sales in the EU in August, the first time that they have made up more than one fifth of all sales, the ACEA said. In the first eight months of 2023, nearly 1 million fully-electric cars were sold in the EU. Overall, EU car sales were up 21% in August, which is typically a slower month for car sales, making it the thirteenth consecutive month of sales growth as the auto industry recovers from pandemic-related supply chain issues. Fully-electric car sales more than doubled to 165,165 units for the month from August 2022. Diesel vehicles comprised more than 50% of new car sales as recently as 2015.

Brussels/London CNN —The European Union is launching an investigation into China’s state support for makers of electric vehicles as soaring imports of their cars stoke fears for the future of European auto manufacturers. “So I can announce today that the commission is launching an anti-subsidy investigation into electric vehicles coming from China.”Europe levies a duty of 10% on cars imported from China. That compares with duty of 27.5% in the United States, and China’s manufacturers have taken advantage to carve out a significant and rapidly growing foothold in the European market. And in the last five years, EU imports of Chinese cars have quadrupled. The European Commission investigation could lead to the imposition of tariffs on Chinese EV imports, and von der Leyen’s announcement rattled the stocks of China’s biggest EV companies listed in Hong Kong.

Electric vehicle sales jumped 60.6%, continuing a rise buoyed by subsidies in a number of European Union countries. Full EVs accounted for 13.6% of all new car sales, up from under 10% in July 2022. Diesel vehicles, which alone comprised more than 50% of new car sales as recently as 2015, accounted for just over 14% of sales in July. Europe's top car seller Volkswagen (VOWG_p.DE) posted a 17.9% increase in sales in July, the ACEA said, while BMW (BMWG.DE) and Renault (RENA.PA) saw sales rise 22.5% and 16.9% respectively. But Stellantis (STLAM.MI), which has struggled with logistics problems and car deliveries in Europe, posted a 6.1% drop in sales in July.

Factbox: How U.S. electric vehicle subsidy rules impact Europe
  + stars: | 2023-03-30 | by ( ) www.reuters.com   time to read: +5 min
MADE IN AMERICA CONDITIONSThe Treasury is not expected to specify vehicle models but merely lay out the subsidy criteria. EU AUTO SECTOR STRENGTHThe European Union exported some 36 billion euros ($39 billion) of cars to the United States in 2022, according to Eurostat, some 65% from Germany, with less than 9 billion euros worth of cars coming the other way. The EU also exported about 9 billion euros of car parts to the United States, compared with 2 billion euros of imports. For example, EU trade officials are wondering whether the local content requirement for battery components means just specific components or all components and how comprehensive final assembly must be. Some in the EU industry express concern that a change of U.S. president could see this lease car concession end.
The EU has progressively tightened limits since "Euro 1" in 1992. The Commission's proposal widens real-driving emissions (RDE) testing and adds continuous testing of emissions via an on-board monitoring system. Euro 7 would take effect in mid-2025 for cars and in mid-2027 for trucks and buses. The European Commission estimates Euro 7 could add up to 150 euros to car prices and 2,600 euros for trucks and buses. A Commission spokesperson declined to comment on executives' statements, but said Euro 7's real-driving emissions tests were important because of "scandals in the past about cheating devices".
Companies in Europe and beyond are vying for control of the crown jewels of the connected car era, namely car manufacturers' data covering everything from driving habits, to fuel consumption and tyre wear which can be used to target cash-generating services. Although the EU is currently haggling over the Data Act, a draft law governing the use of consumer and corporate data, insurers and others are pushing for auto sector-specific regulation. A proposal is expected soon after the European Commission launched a consultation last year. Ten industry groups also wrote to European Commission President Ursula von der Leyen in January urging an end to "repeated delays". A spokesperson for the European Automobile Manufacturers Association (ACEA) said the Data Act would guarantee fair access to car data, so "additional legislation on access to in-vehicle data is unlikely to achieve more".
ROME, Dec 30 (Reuters) - Italy's antitrust authority on Friday said it had dropped its investigation into energy companies A2A (A2.MI) and Hera (HRA.MI) over suspected improper price-setting for gas and electricity. The agency also said its investigation into other utilities including Eni (ENI.MI) and Enel (ENEI.MI) would no longer cover price changes for contracts which had already expired or were due to expire. Eni, Enel as well as Edison (EDNn.MI), Acea (ACE.MI) and Engie (ENGIE.PA) remain under investigation for the alleged improper price-setting. The five energy companies were given five days to comply with an order to suspend all unilateral price changes they have introduced for open-ended contracts, with no clear or predetermined expiry date. ROME, Dec 28 (Reuters) - The Italian government plans to allow utilities to go ahead with changes to expiring gas and electricity supply contracts which the antitrust authority had suspended, according to a draft decree seen by Reuters. It will however extend by two months to June 30 a suspension to changes made to non-expiring contracts, the document read, as it seeks to help firms and households cope with soaring energy prices. It suspended the validity of contracts from Aug. 10 this year to April 30 2023 that allowed the companies to change their prices. In a statement on Dec. 14, Enel said it would appeal the watchdog's move and that changes to terms of expired and expiring contracts subject to a potential renewal should not be affected. Europe's car repairers call for competition rules rewrite
  + stars: | 2022-12-16 | by ( Nick Carey | ) www.reuters.com   time to read: +4 min
LONDON, Dec 16 (Reuters) - Europe's car repair and spare parts industry is calling for a rewrite of EU competition rules, arguing they allow carmakers and franchise dealers to disadvantage independent operators. The European Commission has recommended extending 2010's Motor Vehicle Block Exemption Regulation (MVBER) for five years when it expires in 2023, with some supplementary guidelines. Proponents of a rewrite say automakers restrict access to vehicle data, which can make repairs more expensive, while also dictating how repairs should be undertaken and with which parts. "However, the evaluation revealed that an update was necessary to reflect the importance that access to vehicle-generated data is likely to have as a factor of competition." "If the Commission has decided not to change the rules, we assume that the complaints made by the independent aftermarket were not sufficiently substantiated," a spokeswoman said.
"This deal is good news for car drivers... new zero-emission cars will become cheaper, making them more affordable and more accessible to everyone," Parliament's lead negotiator Jan Huitema said. EU climate policy chief Frans Timmermans said the agreement sent a strong signal to industry and consumers. New vans must comply with a 100% CO2 cut by 2035, and a 50% cut by 2030 compared with 2021 levels. Volkswagen (VOWG_p.DE) boss Thomas Schaefer this week said that from 2033, the brand will only produce electric cars in Europe. Negotiators agreed on Thursday that the EU will draft a proposal on how cars that run on "CO2 neutral fuels" could be sold after 2035.
