Matthew is serving a 7-year prison sentence in Singapore's Changi Prison for trafficking meth. Officials from the Singapore Prison Service say they encourage guards to think of themselves as “Captains of Life,” helping rehabilitate the prison population. Officials did not allow CNN to visit Institution A1, where more than 40 death row inmates await the same fate. Before each execution, authorities organize a professional photo shoot in which inmates trade their prison uniforms for civilian clothes. Hong Kong’s population is around 25% larger than Singapore’s, and it does not impose the death penalty for drug offenses.

CNN —Israel’s credit rating was downgraded by Fitch Ratings on Monday, after the agency cited concerns around the ongoing war with Hamas and geopolitical risks. Analysts from Fitch said the “the conflict in Gaza could last well into 2025,” and there are risks of the conflict spreading. The agency predicts Israel’s budget deficit to reach 7.8% of its GDP in 2024, compared to 4.1% in 2023. Fitch also expects Israel’s debt-to-GDP to remain above 70% into 2025, whereas the median A rating ratio is 55%. Moody’s Investor Service downgraded Israel’s credit rating from A1 to A2 in February.

New York CNN —Jeff Bezos has a decision to make — and it is one that will determine the future course of one of the nation’s most prestigious news organizations. Or he can side with his Pulitzer Prize-winning newsroom, which is repudiating their new leader in clear and unmistakable terms. And The Post reported Sunday that a “thief” who used deceptive tactics to obtain private material had ties with Winnett. The stories landed like a one-two punch in The Post newsroom, raising even more alarm and upping the panic level at the newspaper to new heights. When Bezos first appointed Lewis, staffers at The Post understood that he needed to appoint a publisher and chief executive who would shake things up in the newsroom.

TanksA US-made M1 Abrams tank (L) and a Russian-made T-72 (R) Getty ImagesThe US delivered 31 M1 Abrams tanks to Ukraine in the fall of last year. More surprisingly, Ukraine has received 45 tanks of Russian origin from the US, 14 more than the US's own Abrams. These T-72B tanks are cheaper and less advanced than the US-made Abrams. The Abrams were a major addition to Ukraine's arsenal of mostly aging Soviet armor and augmented previous deliveries of the German-made Leopard tanks and British Challengers. Robert Greenway, a Hudson Institute expert who served in the Army with the Abrams, previously told Business Insider that the Abrams "can do other things, but it's built to kill tanks."

Fearing that its Stryker armored vehicles were outgunned by Russian and Chinese designs, the US Army had an idea for a quick fix: Develop an unmanned Stryker turret with a 30-mm autocannon. The Army obliged in 2018 with the Infantry Carrier Vehicle-Dragoon, which added a remote-controlled 30-mm gun turret — manufactured by Norwegian firm Kongsberg — to 91 flat-bottom-hull versions of the Strykers. This would be enough to upgrade Strykers in three brigades of 83 vehicles each, plus an additional 20 for testing. Instead of a Kongsberg MCT-30 turret, the vehicles would receive a Samson turret made by Israeli firm Rafael. A big red flag should have been the glitches in the turret software that degraded the 30-mm cannon's accuracy.

It is the first time Moody’s has lowered Israel’s credit rating, which is used by investors to measure the riskiness of investing in a global entity or government. Moody’s downgraded Israel from A1 to A2 and said the outlook for the country’s economy was “negative.” The A2 rating nonetheless continues to carry relatively low risk, according to Moody's. Photos You Should See View All 21 ImagesStill, Israeli officials fear that the Moody’s downgrade could lead other major agencies also to downgrade Israel’s outlook. Israel’s economy bounced back after previous wars with Hamas, but the current war is much longer than any of those. Concerns about Israel’s governance, rising inflation and a worldwide slowdown in tech investments last year also weighed on the economy.

CNN —Israel’s prolonged war with Hamas is going to become a significant economic and political burden for the country over the long haul, Moody’s said Friday. So the agency downgraded Israel’s credit rating. Moody’s Investors Service downgraded Israel’s debt rating from A1 to A2 on Friday, underscoring the economic damage of the country’s war with Hamas, which has resulted in thousands of human casualties and stoked geopolitical tensions around the world. In mid-October, less than two weeks after Hamas’ deadly attack on Israel on October 7, Moody’s warned that Israel’s credit rating was in danger of a downgrade. “Conflict with Hezbollah would pose a much bigger risk to Israel’s territory,” Moody’s said.

It marked the first time that a new execution method has been used in the United States since lethal injection, now the most commonly used method, was introduced in 1982. Human Rights Council cautioned they believe the execution method could violate the prohibition on torture. Moody’s warns it may downgrade China

The lowering of its outlook does not automatically mean the ratings agency will downgrade China’s creditworthiness, but it increases the chances. Analysts say the property downturn is likely to drag on, hobbling China’s growth prospects for years. Slower growth, weaker demographicsMoody’s expects China’s annual economic growth rate to slow to 4% in both 2024 and 2025, and average 3.8% a year from 2026 to 2030. “The affirmation of the A1 rating reflects China’s financial and institutional resources to manage the transition in an orderly fashion,” the agency said. “Its economy’s vast size and robust, albeit slowing, potential growth rate, support its high shock-absorption capacity.”China’s Finance Ministry said Tuesday it was “disappointed” with Moody’s decision to downgrade the country’s credit outlook.

Moody's though retained China's "A1" long-term rating on the country's sovereign bonds, while expecting China annual GDP growth to slow to 4% in 2024 and 2025 and average 3.8% from 2026 to 2030. Structural factors including weak demographics will drive a decline to 3.5% by 2030, it said. China credit default swaps (the cost of insuring against a government default) rose 4 basis points from Monday's closing level, according to Reuters data. Beijing disappointmentChina's Finance Ministry expressed its disappointment with Moody's downgrade decision. "Moody's concerns about China's economic growth prospects, fiscal sustainability and other aspects are unnecessary," the ministry said. STRUGGLING FOR TRACTIONMost analysts believe China's growth is on track to hit the government's target of around 5% this year, but that compares with a COVID-weakened 2022 and activity is highly uneven.
