The announcement published Tuesday said President Andres Manuel Lopez Obrador sought permission for 11 U.S. military personnel to take part in a program called "Strengthening the Capacities of the Special Forces of the Defense Ministry." Lopez Obrador has vigorously defended the principle of Mexican sovereignty, passing measures to restrict the ability of U.S. counter-narcotics agents to operate in Mexico. The U.S. troops are expected to arrive in Mexico with their own weapons, ammunition and equipment, the Senate letter added. For his part, Lopez Obrador has been critical of U.S. anti-narcotics officials operating on Mexican territory, accusing U.S. Drug Enforcement Administration (DEA) agents of trampling on Mexican sovereignty.
