Washington does allow the export of some Nvidia chips to the region, and Nvidia, AMD and Intel have all indicated plans to create less powerful chips for export to the Chinese market. Ooredoo earlier this week signed a partnership with Nvidia , marking the chipmaker's first large-scale entry into the Middle East market. Qatari telecoms provider Ooredoo told CNBC Wednesday that its new tie-up with Nvidia is compliant of all U.S. regulations and will still allow it to have access to the latest technology. Ooredoo told CNBC that the deal is compliant of all U.S. regulations. Ooredoo also committed to investing $1 billion to boost its regional data center capacity even before announcing its partnership with Nvidia.

High home prices continue to rise, mortgage rates aren't coming off recent highs, and consumers are unimpressed by the small increase in home listings. All of that is reflected in weekly mortgage demand, which has been stuck for the second week in a row. Total mortgage application volume was essentially flat last week, up just 0.8% from the previous week, according to the Mortgage Bankers Association's seasonally adjusted index. Mortgage rates didn't move much either. Any hint at the current state of inflation tends to have an impact on bond yields and, consequently, mortgage rates.

Led by Quentin Koffey, Politan has nominated two further directors to the company's board, and says that without their election, management will continue to operate without oversight. A 2-year-old startup founded by Harvard dropouts has just raised $120 million in venture funding to try and build a competitive chip and take on Nvidia in artificial intelligence. Co-founder and CEO Gavin Uberti said that as AI develops, most of the technology's power-hungry computing requirements will be filled by customized, hard-wired chips called ASICs. "We're making the biggest bet in AI," Uberti said in an interview. Other chip startups taking on Nvidia include Cerebras Systems, which is building a physically larger AI chip, and Tenstorrent, which is using a trendy technology called RISC-V to build AI chips. Venture capitalists invested $6 billion in AI semiconductor companies in 2023, up slightly from $5.7 billion in 2022, according to data from PitchBook.

The International Criminal Court issued arrest warrants for Sergei Shoigu, the former Russian defence minister, and leading Russian general Valery Gerasimov on Tuesday for alleged crimes committed during Russia's invasion of Ukraine. In a press release, the court said judges had found there were "reasonable grounds to believe that the two suspects bear responsibility for missile strikes carried out by the Russian armed forces against the Ukrainian electric infrastructure from at least 10 October 2022 until at least 9 March 2023". The Russian officials were suspected of having committed war crimes and crimes against humanity for directing attacks against civilians and civilian objects in Ukraine.
