New York CNN —The New York Stock Exchange opens every workday morning at 9:30 am ET with the fast-paced bang-clang of a gleaming brass bell. The stock exchange, the largest in the world by market capitalization, has opened with sonic fanfare for more than 150 years. From Wall Street to the Nasdaq Exchange in Times Square to the Chicago Board Options Exchange, loud, ringing bells bookend each trading session. Stock exchanges say that the bell ringing remains both a critical guide and a ceremony that celebrates the market’s resilience through devastating lows and exuberant highs. The stock exchange had been closed since two hijacked commercial airliners were deliberately crashed into the World Trade Center's twin towers on September 11.

Late last month, Senator Mitch McConnell of Kentucky announced that he would leave his position as Republican leader after the November elections. McConnell is not consequential for what he accomplished as a legislator or legislative leader — he’s no Robert F. Wagner or Everett Dirksen. He’s consequential for what he’s done to degrade and diminish American democracy. McConnell, as the journalist Alec MacGillis noted in “The Cynic: The Political Education of Mitch McConnell,” was never driven by ideology. “At some point along the way,” MacGillis wrote, “Mitch McConnell decided that his own longevity in Washington trumped all — that he would even be willing to feed the public’s disillusionment with its elected leaders if it would increase his and his party’s odds of success at the polls.”

But some conservatives say they won’t support any Ukraine aid, even if it’s just narrow military aid. “There’s the possibility that the Republican majority would support Ukraine aid paid for, with real border security attached to it,” Good said. Rep. Chip Roy of Texas, also a Freedom Caucus member, laid out a number of conditions he would need in order to support Ukraine aid. One option that was discussed during the meeting was stripping the aid package of its humanitarian assistance for Ukraine and only including military aid for Ukraine. CNN —Brazil suffered its first ever home World Cup qualifying defeat on Tuesday, as Argentina earned a 1-0 win on a night of violence and chaos at the iconic Maracanã stadium. However, the match was overshadowed by violence in the stands which delayed the start of the World Cup qualifier. The Inter Miami forward first led his teammates over to the stand where the fighting was taking place and pleaded with both the police and Argentina fans – some of who were seen throwing ripped out seats at the security officials – for calm. “The truth is that this group continues to achieve historic things, once again,” Messi told reporters after the match, per Reuters. Wagner left Facebook parent Meta last year, and her work in trust and safety feels like it was from a prior era. One of her first investments was in a startup called Cove, which was founded by former Meta trust and safety staffers. "One thing I would recommend is transparency at a time where third-party access and understanding to what is going on at scale on social platforms is what is needed." Post is an example of the kinds of companies that trust and safety startups are focused on. Fishman said customers are starting to see trust and safety tools as almost an extension of their cybersecurity budgets.

Major League Soccer suspended Philadelphia Union defender Kai Wagner on Tuesday for three matches for violating the league’s on-field anti-discrimination policy after the league launched an investigation into whether he used a racial slur against a New England Revolution player. Wagner will begin serving the penalty on Wednesday when the Revolution hosts the Union in Game 2 of their MLS Cup Eastern Conference semifinals matchup. MLS said in a statement that Wagner acknowledged wrongdoing. Political Cartoons View All 1237 Images“In reaching this decision, MLS considered many factors, including Wagner’s immediate acceptance of responsibility, willingness to participate in a restorative practices process to repair the harm caused, and his cooperation with the league’s investigation,” the league’s statement said. As part of the suspension, Wagner has begun MLS-mandated education and training, a process the league said will continue.

The message behind Putin’s Wagner meeting
  + stars: | 2023-09-30 | by ( Nathan Hodge | ) edition.cnn.com   time to read: +5 min
In a televised meeting Friday, Putin met with Russia’s Deputy Defense Minister Yunus-Bek Yevkurov and former Wagner commander Andrey Troshev, according to a partial transcript published by the Kremlin. But unpack the language, and Putin’s Friday meeting appeared to put a reassuring gloss on the Russian government’s attempt to bring the mercenary group to heel. “I would like to talk to you about issues of a social nature,” Putin told Troshev, without naming Wagner. Wagner has supported the Libyan National Army for several years, reportedly backing Haftar’s 2019-2020 military campaign against the Tripoli-based government. If Friday’s meeting is any guide, Yevkurov appears to be a point man for future Wagner activity while Troshev takes on a different brief: overseeing Wagner 2.0 for the war in Ukraine.

UNITED NATIONS (AP) — Central African Republic is facing a humanitarian crisis with 2.4 million people in need of assistance and the U.N.’s $534 million appeal only 36% funded, a U.N. official said Wednesday. Mineral-rich but impoverished CAR has a population of 6 million. CAR's President Faustin Archange Touadera has developed close ties to Russia and its Wagner mercenary group whose forces have served as his personal bodyguards. He said there are armed groups and security issues around CAR’s borders with Sudan, Chad and South Sudan and minefields and explosives in the west. The U.N. announced Tuesday it was giving CAR $6.5 million from its emergency relief fund.

[1/2] Ukrainian servicemen put out burning grass near their positions, amid Russia's attack on Ukraine, near a front line, in Zaporizhzhia region, Ukraine August 31, 2023. Nearly three months since launching a much vaunted counteroffensive using hundreds of billions of dollars of Western military equipment, Ukraine has recaptured more than a dozen villages but has yet to penetrate Russia's main defences. "I would recommend all critics to shut up, come to Ukraine and try to liberate one square centimetre by themselves," he said at a meeting of EU foreign ministers in Spain. The Kremlin has vehemently denied speculation that the Russian state might have been involved in the crash. It’s worth remembering that Prigozhin never had particularly high name recognition in Russia, at least certainly not before the full-scale invasion of Ukraine. That changed in late June after Wagner’s march on Moscow raised the unsettling possibility of civil war in Russia. Alexey Navalny, who succeeded Nemtsov as Russia’s most galvanizing opposition leader, is currently in a Russian prison colony, along with many others who have peacefully opposed Putin’s war on Ukraine. CNN —Yevgeny Prigozhin turned the Wagner Group from a shadowy band of mercenaries into a feared military powerhouse operating across multiple countries on three continents. The kind of clear chain of command that is common in traditional military does not exist in Wagner, which makes Prigozhin’s demise a potentially existential problem for the group. Members of Wagner group sit atop of a tank in a street in the city of Rostov-on-Don, on June 24, 2023. A Russian military delegation went to the Libyan city of Benghazi this week to meet with Haftar, who has been supported by Wagner for several years. Wagner Group boss Yevgeny Prigozhin is presumed dead after a plane crash outside of Moscow. He was incorrectly reported as having possibly died in a plane crash in 2019. The circumstances of the recent crash are unclear, but he was in a position to be punished by Putin. But this isn't the first time the warlord, who had attempted an uprising against Putin, is thought to have died in a plane crash. But some are still skeptical that Prigozhin is definitely dead, and are waiting for more evidence.
