CNN —The USS Helena, a fast-attack nuclear submarine, surfaced in Guantanamo Bay, Cuba, a day after Russian naval forces arrived in Havana to conduct drills with the island nation, a Russian ally. Navy destroyers, as well as P-8 submarine hunting aircraft, tracked the movements of the Russian ships as they made their way south off the east coast of the United States. U.S. military planes filled with civilian contractors and supplies have begun landing in Haiti, paving the way for a seven-nation security mission, led by Kenya, to deploy to the troubled Caribbean nation in the coming weeks, American officials say. But even as the security situation worsens and millions of Haitians go hungry, a military-style deployment that is estimated to cost $600 million has just a fraction of the funding required. Biden administration officials would not say whether a precise date for the deployment date had been set. The Kenyan government did not respond to requests for comment. Several flights from Charleston Air Force Base in South Carolina have landed at Toussaint Louverture International Airport in Port-au-Prince, the capital, in the past week, according to the U.S. Southern Command.

The U.S. military said Sunday that it had flown in forces to beef up security at the U.S. Embassy in Haiti and allow nonessential personnel to leave. "This airlift of personnel into and out of the Embassy is consistent with our standard practice for Embassy security augmentation worldwide, and no Haitians were on board the military aircraft," according to the Southcom statement. In many cases, nonessential personnel can include the families of diplomats, but the embassy had already ordered departure for nonessential staff and all family members in July. The personnel ferried out of the embassy may have simply been rotating out, to be refreshed by new staff.

A New York City prison barge is not being moved to Guam or the Guantanamo Bay detention center known as “Gitmo,” according to officials in the New York City Department of Corrections and the U.S. Southern Command. The base includes a military prison, known colloquially as Gitmo. A New York City Department of Corrections spokesperson also said in an email that the photograph shows the Vernon C. Bain Center located in the Bronx borough of New York City. The Vernon C. Bain Center is an 800-bed prison that houses inmates for the New York City Department of Corrections. The prison barge was set up in 1992, intended as a temporary facility to accommodate New York’s growing inmate population, the New York Times reported in 2019 (here).

Haitian gangs have for a month prevented the distribution of diesel and gasoline, crippling businesses and hospitals and creating shortages of basic goods including water just as the country is struggling with a new outbreak of cholera. The State Department has created a new visa restriction policy targeting those who support the gangs and has sent a Coast Guard vessel to patrol Haitian waters. Sporadic looting and gun battles between gangs and police have become increasingly common in recent weeks as the shortages have led to mounting desperation. Another Biden administration official during the phone briefing said the travel bans were meant to hold accountable those who are linked to the gangs. "Our intent in doing so is to demonstrate that there are consequences for those who fund and foment violence in Haiti," the official said.
