The number of homeless public school students in New York City reached an all-time high of 119,320 last school year, according to new data released Wednesday, as migrants crossing the southern border continued to flock to the city. The statistics — which include children in shelters, hotels, relatives’ homes and other transient places — illuminate the challenges for Mayor Eric Adams’s administration in handling the rise in homeless students. New York CNN —New Jersey is suing to stop New York City’s landmark congestion price plan to charge drivers entering downtown Manhattan. New Jersey filed a lawsuit in federal court Friday against the US Department of Transportation, which gave final approval for New York City’s plan. New York City’s plan could toll drivers entering Manhattan below 60th street up to $23 and is set to begin as soon as spring 2024. New York City’s congestion price plan, which would toll drivers electronically, aims to reduce the number of vehicles entering the congestion zone by at least 10% every day. While no other US city has implemented congestion pricing, Stockholm, London and Singapore have had it for years.

For years, swimming in the Hudson was widely considered hazardous to your health, a trend that was reversed in no small part by the signing of the Clean Water Act of 1972, according to Dan Shapley, the senior director of advocacy, policy and planning program at Riverkeeper, an environmental nonprofit that monitors water quality and safe swimming spots. Both the state and the city health departments advise that bathers swim at regulated beaches, which are monitored for dangerous bacteria and other contaminants, with officials posting regular updates. New York City’s harbor is still “not considered a swimmable portion of the river,” according to the state environmental officials, but up the Hudson, open swims — ranging from polar dips to full-blown triathlons — abound. Still, Mr. Shapley added that this summer’s violent downpours have caused wide swaths of the river to be considered unsafe on occasion, as sewers have overflowed and other contaminants have run off into the Hudson, including animal waste, street garbage and bird guano. (Interestingly, one famed pollutant — PCBs, or polychlorinated biphenyls, which made the Hudson the nation’s biggest Superfund site — are less of a concern for swimmers, as they usually collect in mud and on the bottom of the river.)

The free parking subsidy — the valuable real estate along the curb that cities reserve for cars — is estimated to cost $100 billion to $300 billion, greatly exceeding the sums cities would need to spend to make transit free. It is therefore encouraging to see that a growing number of cities across the country are offering free bus service to riders. Though most cities to experiment with free transit in America have been midsize, several of the country’s major cities are now in various stages of trying out free buses. Unfortunately, a handful of smaller cities that have tried out free transit have backtracked — mostly for financial reasons. Thus far, experience suggests that free transit is a lot more practical than adding lanes to urban grids as a solution to this inevitable urban dilemma.
