Through his office window, the head of Brazil’s state-run oil company looked out at the cluttered landscape of Rio de Janeiro. Looking back at him, across the city’s run-down high-rises, was the looming statue of Christ the Redeemer. This, even as his country positions itself as a leader in the fight against climate change which, of course, is primarily driven by the burning of oil and other fossil fuels. Petrobras already pumps about as much crude oil per year as ExxonMobil, according to Rystad Energy, a market research firm. It’s an enormous predicament for Brazil’s president, Luiz Inácio Lula da Silva, better known simply as Lula, who has fashioned himself as the pre-eminent world leader on climate issues.

SAN FRANCISCO (AP) — For Dejan Milojević, the Golden State Warriors and Atlanta Hawks stood united on one sideline near their team benches and listened as the Serbian national anthem played in his honor. It’ll be a home game for the Orlando Magic on Thursday night, when they take on the Atlanta Hawks in Mexico City. It’ll feel like home in a way to Magic coach Jamahl Mosley, too. Mexico City, which now has a G League team, is thought to be a possible expansion site as well. Hawks coach Quin Snyder said this trip is an opportunity for his team to see a different culture. Hawks guard Trae Young is visiting Mexico City for the first time, and said he knows a little bit of the language.

European Central Bank (ECB) President Christine Lagarde speaks to the media following the Governing Council's monetary policy meeting at the ECB headquarters in Frankfurt, Germany, July 27, 2023. "It's such a close call between the pause and the rate hike," said ING's global head of macro Carsten Brzeski. Traders are torn but favour an ECB pause, pricing in around a 40% chance of a hike. For many economists, one thing is clear: if the ECB has further tightening to deliver, September is likely its last chance. Even the hawks, keeping a hike on the table, say fresh ECB projections on Thursday are key to the decision.

Right-wing House Republicans have long opposed U.S. support for Ukraine, but until recently they lacked the numbers to thwart any aid packages, which have sailed through Congress with the support of a critical mass of G.O.P. The bill that passed this month suspending the debt ceiling set spending limits that strengthened their hand, and increased the political pressure on Speaker Kevin McCarthy to keep a tight lid on federal expenditures. It also intensified the skepticism to new aid for Ukraine among some progressive Democrats, who were angry that the fiscal agreement capped spending on domestic programs, such as education, housing and food assistance, while it allowed military funding to continue to grow. They are now hinting that any future assistance to Kyiv must be accompanied by more nonmilitary spending, a nonstarter with Republicans. Since the Russian invasion, Congress has extended military and humanitarian assistance to Kyiv through a series of emergency spending measures totaling more than $100 billion.

New York CNN —There’s a new tussle brewing in the animal kingdom of Wall Street: Hawks vs. Bulls. The question is, will the Fed be able to break through and convince Wall Street to finally give in to market pessimism? “Setting aside what financial market participants expected us to do, I saw a compelling economic case for a 50 basis-point increase,” she said at an event in Florida. Asda told CNN that it was temporarily limiting purchases of some items to three packs per customer. Morrisons told CNN that it had imposed a cap of two packs per customer on the same products.
ECB will have to stay laggard in bond-buying exit

Rising yields and a still frail euro zone mean that Europe’s so-called quantitative tightening (QT) should be slow. If it stopped reinvesting all maturing debt from March, its bond portfolio would shrink by 287 billion euros next year. If bond yields do spike, the ECB can step in with an emergency bond-buying programme, called the Transmission Protection Instrument. The real dangers of a disorderly exit mean the ECB has little choice but to remove the punchbowl slowly. The shift is a reversal of nearly a decade of monetary stimulus by the ECB as the euro zone went through several crises.
