BRUSSELS (AP) — The European Union is pressing ahead with a plan to use the profits generated from billions of euros of Russian assets frozen in Europe to help provide weapons and other funds for Ukraine, a senior official said Tuesday. The move comes as Ukraine runs dangerously low on munitions, and U.S. efforts to get new funds for weapons have stalled in Congress. A small group of member countries, notably Hungary, refuse to supply weapons to Ukraine, so these windfall profits would be divided up. The European Central Bank, or ECB, has warned in the past against seizing Russian assets as this could undermine confidence in the euro currency and EU markets. But Borrell said that no assets would be taken, only the windfall profits they make.

CNN —Three people were killed and 27 people injured in a “terrorist attack” at a hotel near Somalia’s presidential palace on Thursday, the country’s state broadcaster Somalia National Television (SNTV) has reported. According to SNTV, five armed gunmen attacked the SYL Hotel in the capital Mogadishu on Thursday night. All five were shot and killed by Somali security forces, SNTV cites Somali police as saying. While SNTV did not identify the organization behind the attack, Somali police spokesman Colonel Qasim Ahmed Roble told AFP that the assailants were from terrorist group Al-Shabaab. Somalian President Hassan Sheikh Mohamud visited injured victims of the attack at Erdoğan Hospital in Mogadishu on Friday, the state broadcaster said.

BEIJING (AP) — The European Union's top foreign policy official warned Friday that public sentiment in Europe could turn more protectionist if the region's trade deficit with China is not reduced. Josep Borrell, the EU high representative for foreign affairs, called for improved access for European companies that want to export to or invest in China. “And we don’t want to disengage and much less, much less, to decouple from China,” Borrell said in a speech at Peking University, one of China's top schools. The EU trade deficit with China topped $17 billion in September, bringing the total for the first nine months of the year to $170 billion, according to Chinese trade figures released Friday. China is trying to reduce tensions over trade and other issues with the EU and the United States, both important export markets.
