White-collar criminals who can't disconnect are spending thousands of dollars on prison cellphones. Contraband phones go for $1,000 or as little as a few hundred dollars, depending on supply, at minimum-security camps, the so-called Club Feds. The stakes are particularly high for Wilson; his office continues to prosecute a violent, 90-defendant drug ring run by imprisoned people using contraband cellphones. The bureau urges Congress to pass the Lieutenant Osvaldo Albarati Stopping Prison Contraband Act, which would upgrade the charge of smuggling contraband cellphones into a Federal prison from a misdemeanor offense to a felony, Murphy said. White-collar criminals tend to put their contraband phones to more benign uses.

CNN —Asheville was touted as a climate haven, a place to escape the worst ravages of extreme weather. It pummeled western North Carolina as a tropical storm Friday. In some ways, this scenic swath of western North Carolina was primed for catastrophe. Both systems concentrated their highest rainfall on western North Carolina, killing 11 people. A recent First Street report found parts of North Carolina devastated by Helene could now experience a once-in-100 year flood every 11 to 25 years.

The U.S. currently maintains the largest nuclear fleet in the world with 94 operational reactors totaling about 100 gigawatts of power. The U.S. needs to add 200 gigawatts of nuclear, Goff told CNBC in an interview. "A lot of the data centers are coming in and saying they do need firm, 24/7, baseload clean electricity," Goff said. But restarting reactors in the U.S. will only provide a small fraction of the nuclear power that is needed, he said.

The National Hurricane Center calls it Potential Tropical Cyclone 8 and said in forecast updates that the front will weaken as it travels over terrain overnight. Similar volunteer weather stations at other coastal locations, including at Military Ocean Terminal Sunny Point in Southport, reported more than 14 inches of rain, the weather service said. A National Weather Service forecaster said that it was too soon to say whether the amounts were record breakers but that the weather service office in Wilmington is likely to have that answer late Tuesday morning. A flash flood event was confirmed in the community of Kelly, about 38 miles inland from Wilmington, the weather service said. The disturbance was 45 miles west of Cape Fear and traveling north-northwest at 7 mph, the National Hurricane Center said in its latest advisory.

When comparing personal wealth data with homeownership, a curious pattern emerges: Many states with high homeownership rates have lower income levels and vice versa. According to Federal Reserve data, West Virginia’s average personal income of $52,585 per capita is the second-lowest in the US. However, despite its relatively low personal income levels, it has the highest homeownership rate of all 50 states, at 77%, according to US census data. Mississippi—the only state with a lower average personal income than West Virginia—has the third-highest homeownership rate in the country. Even West Virginia, which counts three out of every four housing units in the state as owner-occupied, isn’t insulated, Sansalone said.

As a single person, you'll need an annual income of $40,000 to cover basic expenses in the cheapest U.S. states, according to a recent SmartAsset analysis. The state with the lowest costs of living is West Virginia, closely followed by Arkansas and Oklahoma, the analysis says. In contrast, the most expensive state for a single person is Massachusetts, where a single person needs $58,009 per year to cover basic costs. The difference in basic costs between states is largely due to housing, which tends to be most affordable in rural states. A federal judge on Monday ordered the Biden administration to resume issuing permits for new liquefied natural gas export facilities after the government had paused that process in January to analyze how those exports affect climate change, the economy and national security. The decision, from the United States District Court for the Western District of Louisiana, comes in response to a lawsuit from 16 Republican state attorneys general, who argued that the pause amounted to a ban that harmed their states’ economies. Many of those states, including Louisiana, West Virginia, Oklahoma, Texas and Wyoming, produce significant amounts of natural gas. The judge, James D. Cain Jr., who was appointed by President Donald J. Trump, wrote in his decision that the states had demonstrated that they had lost jobs, royalties and taxes that would have flowed had permits for gas exports continued. Texas, for example, projected that it would lose $259.8 million in tax revenues associated with natural gas production over five years as a result of the pause of permitting.
