Bob Kelley, who turned the Kelley Blue Book, a price list published by his family’s used-car dealership, into one of the world’s leading authorities on cars, trucks, motorcycles and pretty much anything else that gets you from point A to point B, died on May 28 at his home in Indian Wells, Calif., east of Los Angeles. The Kelley Blue Book started in 1926 at the Kelley Kar Co., a Los Angeles dealership founded by Mr. Kelley’s father, Sidney, and an uncle, Leslie Kelley. Mr. Kelley joined the company after the end of World War II, a prime time to get into the used-car business. The war had put an end to new-car production, and it would be several years before automakers could meet the demand. He was initially in charge of both valuations on new inventory and compiling the book, and he brought a jeweler’s eye to the job.

That’s short for Kelley Blue Book, and it’s one of the longest-standing sources for used car values there is. Bob Kelley, publisher of used car guide Kelley Blue Book, died at 96. By 1926, that list turned into the first Kelley Blue Book pricing guide for used cars. Long ago, Bob Kelley was a “lot boy” at the dealership run by his uncle and his father, Sidney “Buster” Kelley. In 1995, Kelley Blue Book started a website, making its data easily accessible to the general public, not just industry insiders.

CNN —Nissan is postponing a push to build new electric vehicles at its Canton, Mississippi, factory as sales of EVs are now growing more slowly than many industry experts had expected. EV sales in the US grew 2.6 % in the first quarter of 2024 compared to the same period in 2023, according to Kelley Blue Book. First quarter EV sales last year had outpaced 2022’s by a stunning 46.4%. Nissan still plans to offer a total of 19 EV models globally by 2030, a spokesperson said. CNN —The Biden administration announced a new rule Friday expanding safeguards against potential discrimination of gay and transgender Americans seeking medical care, in a reversal of Trump-era limitations that nixed federal health protections for members of the LGBTQ+ community. In a set of expansive new rules unveiled by the Department of Health and Human Services, the department moved to advance civil rights protections for patients by barring health providers and insurers receiving federal funding from discriminating against those seeking care on the basis of gender identity or sexual orientation. The HHS rule restores Obama-era protections for transgender patients that the Trump administration rolled back in 2020 — a move that was condemned by LGBTQ+ advocacy and human rights organizations. The finalized rule comes as access to gender-affirming care for transgender youth has been tangled in political controversy, with more than 20 states in recent years attempting to restrict youth access to such care. A Colorado paramedic convicted in the 2019 death of Elijah McClain, a young, unarmed Black man, was sentenced to four years of probation with 14 months of work release on Friday, the final chapter of an explosive case that thrust the Denver suburb of Aurora into the national spotlight and helped usher in sweeping public safety reforms. Jeremy Cooper, 49, a former paramedic with Aurora Fire Rescue, was found guilty in December of criminally negligent homicide. A second paramedic, Peter Cichuniec, 51, a former lieutenant with the department, was sentenced last month to five years in prison. Judge Mark Douglas Warner of the District Court in the 17th Judicial District said neither the jury nor the court saw evidence that Mr. Cooper purposely gave Mr. McClain an overdose though his actions deviated from the standard of care. “It’s almost unthinkable the way things rolled out,” he said, later adding, “It didn’t have to happen.”

As sales of Teslas drop and demand for electric vehicles cools — even as more models enter the market — an increasing number of automakers are competing for a slice of a shrinking pie. Nearly 269,000 electric vehicles were sold in the United States in the first three months of this year, according to Kelley Blue Book. Washington CNN —The Biden administration has finalized a new rule bolstering protections for career federal workers, marking a move to preemptively halt or significantly slow any efforts by former President Donald Trump, should he win in November, to reduce or alter the federal workforce. Critics warned that the order would allow the president to fill the federal workforce with his loyalists. Trump’s executive order created a new classification of federal employees titled “Schedule F” for employees serving in “confidential, policy-determining, policy-making, or policy-advocating positions” that typically do not change during a presidential transition. It strengthens and clarifies existing rights for career civil servants by making clear that civil service protections cannot be taken away from employees unless they give them up voluntarily. “The threat of a politicized civil service is too great, and too real, for this to be the end of our efforts,” he said in a statement.
